THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This notice is a market research tool being utilized to determine interest and capability of potential sources prior to issuing a formal solicitation, as the solicitation is not available at this time. This IS NOT a Request for Offerors or Proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract, nor does it restrict the Government to a particular acquisition approach. Therefore, all potential offerors, both LARGE and SMALL business are encouraged to respond. The North American Industry Classification System (NAICS) Code for the proposed acquisition is Solid Waste Collection - 562111 with a small business size standard of $38,500,000.00. The Government will not reimburse contractors for any cost associated with responding to the request. 

 

The General Services Administration (GSA), Public Building Service (PBS), Acquisition Management Division (AMD) is seeking qualified providers of SINGLE STREAM RECYCLING SERVICES, COMPOSTING, and TRASH REMOVAL.




After review of the responses to this announcement, the Government will proceed with the acquisition and a formal synopsis and solicitation announcement will be published. The Government’s intent is to solicit a Firm Fixed Price, Best Value Procurement.

 

SOURCES ARE SOUGHT FOR single stream recycling services and trash removal at three Federal Buildings located in Cleveland, Ohio. The properties include the Anthony J. Celebrezze Federal Building, 1240 E. 9th St., Cleveland, Ohio 44199; the Carl B. Stokes U.S. Courthouse, 801 W. Superior Ave., Cleveland, Ohio 44199; and the Howard M. Metzenbaum U.S. Courthouse, 201 Superior Ave., Cleveland, Ohio 44199. Two of the subject properties, the Carl B. Stokes U.S. Courthouse and the Howard M. Metzenbaum U.S. Courthouse, will also require composting services.

 

The contractor shall provide all management, supervision, labor, supplies and equipment. The contractor shall plan, schedule, coordinate and ensure effective and economical completion of all work and services specified. The contractor will furnish all supplies, materials, equipment, and employee training necessary for the performance of the work. When work is performed the contractor's personnel shall clean up all debris and leave the area in a presentable condition. The contractor shall remove all hydraulic fluid and oil spillage caused by the collection vehicles at the loading dock. This contract is being solicited as a one year contract, with four additional option periods of one year each.

 

General waste collection from one 30 cubic yard compactor will take place twice per week on Tuesday and Thursday at the Anthony J. Celebrezze Federal Building, while the recycling collection of eight meese carts will take place once per week on Wednesday.

 

At the Carl B. Stokes U.S. Courthouse, general waste collection from two containers of different sizes will take place once every two weeks for the 30 cubic yard container and twice per week for the 2 cubic yard container. Recycling collection is required twice per week from six Gaylords and fourteen 96 gallon autos. Compost material will include paper towels and food from the cafeteria.

 

Finally, general waste collection from three 2 cubic yard rear load cans at the Howard M. Metzenbaum U.S. Courthouse will take place once per week on Wednesdays, while the recycling collection will be done from ten meese carts on an on-call basis, typically twice per month. Compost material will include paper towels only.

 

Please Note: All employees provided by the offeror to perform under this contract shall comply with GSA and Department of Homeland Security (DHS) security policies and controls.

 

INTERESTED SOURCES SHOULD RESPOND NO LATER THAN MAY 01, 2018 at 1:00 PM Central Standard Time (CST) by providing the following information: a brief introduction into the company including business size and a description of relevant contract experience offered to the Government and/or commercial customers, a brief statement of capability, and a commercial brochure or other descriptive literature on their firm. Please limit responses to no more than 5 pages.

·        Name of the firm (include address, phone number, point of contact and email address)

·        DUNS number

·        State if your company is a certified 8(a), Small Disadvantaged Business, Hub Zone Small Business, Woman Owned Small Business, or Service-Disabled Veteran Owned Small Business.

·        Proof of Small Business Administration (SBA) registration, 8(a), and Hub Zone Small Business shall be provided with this response.

·        Your Statement of Capability shall include any relevant commercial or Government experience providing all or part of these requirements.

 




Responses to this source sought shall provide information that indicates the contractor has the experience to perform all work described above. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement.
