The objective of this Request for Proposal (RFP) is to solicit proposals to provide the City of Bellevue
website design and build services to create the Sustainable Eastside Web Portal (the “Portal”).
The purpose of the Portal is public education, engagement and enablement. It will:
(1) Educate about key community sustainability concepts;
(2) Identify and describe key local community sustainability indicators, which will be categorized as
“Economy”, “Environment” and “Community”;
(3) Provide select, relevant and meaningful information about those indicators, including, to the extent
possible, using GIS and/or other map based graphics;
(4) Provide tools and resources relating to community sustainability, which allow users to:
Better understand ecological, economic, and social assets available in, and related, to the
Eastside,
Better understand the inter-relatedness of these issues and notions of community
sustainability, to gain a holistic view of community welfare,
Find resources to enable them to live and work more sustainably, how to make decisions that
reduce negative environmental impacts and contribute to the community,
Build community appreciation, identity and bring about civic engagement, and
Provide video “tourism” opportunities for people outside the community.
The initial focus of the portal will be highlighting sustainability assets of the City of Bellevue. However, the
long term goal is to create a regional view, integrating information from the Eastside C-7 New Energy
Cities (Bellevue, Issaquah, Kirkland, Mercer Island, Redmond, Renton, and Sammamish). The site needs
to be easily expandable to include this greater content in the future, as well as shared site management,
if, and when, other cities elect to join
