DESCRIPTION: This is a sources sought to determine the availability of current sources having the skills and capabilities necessary to perform/provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including, commercial market information. This is not a solicitation announcement. This is a sources sought synopsis only. Questions should be submitted by email only to teresa.cochran@va.gov no later than NOON on December 2, 2014, with your response submitted by email only to teresa.cochran@va.gov and received by 4:00PM CST December 4, 2014. Your response should only include the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hubzone, 8(a), small, small disadvantage, woman owned small business, large business, or not-for-profit ) relative to NAICS 623220, Residential Mental Health and Substance Abuse Facilities (size standard of $15 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement.

SPECIFIED REQUIREMENT: The Overton Brooks VA Medical Center is seeking sources for a potential contract to provide Substance Use Disorder Services (SUDS) transitional/residential housing services. Services are anticipated to begin April 1, 2015. Contractor will provide room, board, transportation and other SUDS treatment supportive services to patients enrolled in SUDS and deemed eligible for such services as determined by the medical center director or his designee. Services will be furnished to beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs (DVA). The transitional house agrees to accept referral of and provide all services specified in this contract for any person determined eligible by the SUDS Chief Medical Officer or his/her designee, regardless of race, color, religion, sex or national origin of the person for whom such services are ordered. It is understood that the type of patients to be provided services under this contract will normally require services above the level of simple room and board. Services will include, but not be limited to, provision of an alcohol and drug free environment, facilitation of active affiliation with Alcoholics Anonymous/Narcotics Anonymous programs, supportive social activities, and individual counseling as required to facilitate overcoming resistance to engagement in DVA treatment or rehabilitative services. It is further understood that beneficiaries receiving services under this contract will be provided access to basic health and hygiene maintenance opportunities, monitoring of medication compliance, appliances and materials for laundry needs and any other service or supplies without additional charge. Two hot meals and a sack lunch will be provided daily Monday through Friday for patients enrolled in Ambulatory Detoxification and Intensive Outpatient Rehabilitation. Meals provided on weekends will be of equal quantity and quality. Evening and weekend transitional housing activities such as transportation to attend at AA/NA meetings will be provided (no less than 5 outside AA/NA meetings per week). Medications will be secured and patient self administration of medication will be supervised with the supervisor maintaining written records medications observed as taken by patients. The Contractor shall provide transportation of rehabilitation and detoxification patients to and/or from the Overton Brooks VA medical Center, including the Medical Center Acute Care/Emergency Department, 24 hours a day 7 days a week. A qualified contractor must be capable of warranting that all applicable fire laws are complied with and that there are no outstanding recommendations of fire officials which have not been resolved. The contractor must comply with Department of Labor requirements included specified wage rates.

Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained below. PLEASE PLACE "ATTENTION: RESIDENTIAL TREATMENT SUDS" IN THE SUBJECT LINE OF YOUR EMAIL. This notice is to assist the VA in determining sources only. A solicitation is not currently available; therefore, DO NOT REQUEST A COPY OF A SOLICITATION THAT DOES NOT EXIST. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.

REQUESTED INFORMATION: This sources sought is being issues to identify established providers of Substance Use Disorder Services (SUDS) Patient Housing who are located in the Shreveport, LA area. (1) STATEMENT OF CABABILITY: Submit a brief [five (5) pages or less] capability statement explaining your current capability to perform transitional/residential housing services. Include your company name, address, point of contact name, phone number and email address. Include past experience in performing these services for the VA, other Government (Federal or State) agency, or for a private medical facility. Please Specify your maximum capacity (maximum number of residential patients at one time) and your availability to start. Provide information that includes a description of your existing facility(s), including its location. Please indicate the distance of your facility from the Overton Brooks VA Medical Center. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS:(a) Indicate whether your business is small or other than small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/ and/or the VetBiz Registry at https://www.vip.vetbiz.gov/. If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry.
