The Federal Bureau of Prisons (Bureau), Community Treatment Services Contracting; Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health services in Louisville, Kentucky. The services provided should be within a five (5) mile radius of the United States Federal Courthouse located at 601 West Broadway, Louisville, Kentucky, 40202 and within a 0.50 mile walk from a public transportation stop. Performance periods under this contract will be for a one-year base period to begin on October 01, 2019 with four (4) one-year option renewal periods with service ending on September 30, 2024 (if all options are renewed). The following required services may be sub-contracted to other licensed contractors.

Base Year: Estimated Number of Inmates = 50

Substance Abuse Treatment Services:


Substance Use Intake: (one per authorize inmate) for 50 inmates = 50 intakes.

Substance Use Assessments & Report: (one per authorized inmate) for 50 inmates = 50 assessments


Individual Counseling Sessions: 20 units (30 minutes = 1 unit) x 50 (per inmate) = 1000 units


Group Counseling Sessions: 48 units (30 minutes = 1 unit) x 50 (per inmate) = 2400 units


Family Counseling: 12 units (30 minutes = 1 unit) x 5 (per inmate) = 60 units

Mental Health Treatment Services: 15 Inmates


Mental Health Intake: (one per inmate) for 15 inmates = 15 Intakes

Mental Health Intake Assessment & Report: (one per inmate) for 15 inmates = 15 units


Psychiatric Evaluation & Report: 1 report per authorized inmate x 15 inmates = 15 reports

Crisis Intervention: 1 intervention for 3 inmates = 3 units


Mental Health Individual Counseling: 20 units (30 minutes =1 unit) per inmate for 10 inmates = 200 units


Mental Health Medication Monitoring: (3 visits per inmate) for 8 inmates = 24 monitoring visits

Mental Health Group Counseling: 12 units (30 minutes = 1 unit) per inmate for 3 inmates = 36 units

Transportation: 30 trips (1 trip = 1 unit) for 30 inmates = 900 Units

Family Counseling: 12 units (30 minutes = 1 unit) x 3 (per inmate) = 36 units

Mental Health Intake Assessment & Report: (one per inmate) for 8 inmates = 8 units


Psychiatric Evaluation & Report: 1 report per authorized inmate x 8 inmates = 8 reports

Crisis Intervention: one intervention for 2 inmates = 2 units


Mental Health Individual Counseling: 20 units (30 minutes =1 unit) per inmate for 5 inmates = 100 units


Mental Health Medication Monitoring: (3 visits per inmate) for 4 inmates = 12 monitoring visits

Mental Health Group Counseling: 12 units (30 minutes =1 unit) per inmate for 2 inmates = 24 units

Transportation: 30 trip (1 trip = 1Unit) for 15 inmates = 450 Units




The services shall be in accordance with the Federal Bureau of Prisons Community Treatment Services most recent Statement of Work dated September 2017, PSB. The request for quote will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the request for quote will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. 


Faith-Based and Community-Based Organizations can submit quotations equally with other organizations for contracts in which they are eligible. This requirement is unrestricted. The Bureau anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
