STRUCTURAL STEEL SUPPLY


1.    GENERAL. The Contractor shall provide all labor, plant, and material needed to furnish and deliver the structural steel wale assemblies, tie rod assemblies, structural bolt assemblies, non‐structural bolt assemblies, wale splice assemblies, tension plates, pipe spacer assemblies, and drain cover assemblies shown and specified herein. The Contractor shall also deliver all components required under this contract to the specified delivery location and shall provide any necessary material handling equipment needed to offload the delivery trucks.
2.    DELIVERY LOCATION. All components specified in this scope of work shall be delivered by the Contractor to Lock and Dam 7. The Contractor is responsible for off‐loading the delivery trucks and providing any necessary material handling equipment need to offload the delivery trucks at the delivery location.
a.    Physical Delivery Location: Lock and Dam 7 is located in Winona County, Minnesota approximately 3 miles upstream of La Crescent, Minnesota along the right bank of the Mississippi River. Lock and Dam 7 is located on the USGS La Crescent 7.5 minute quadrangle. The delivery location is further specified as the following grid coordinate: 15T XJ 35769 58349

c.    Delivery Coordination. The Contractor shall contact the lockmaster and provide notification of the scheduled delivery date at least five working days prior to delivery of each shipment.

d.    Delivery Hours. Deliveries will only be accepted Monday through Friday, exclusive of Federal holidays from 0800 to 1600 hours.


3.    INVOICE REQUIREMENTS. The Contractor shall furnish an invoice to the Lockmaster and Chief of Maintenance and Repair upon delivery.

4.    DIMENSIONAL TOLERANCES.
a.    Rolled Shapes and plates shall conform to the requirements specified in ASTM A6

b.    Overall length of the wales and tie rods shall be plus or minus 1/16th of an inch.
c.    Bolt holes shall be sized 1/16th of an inch larger than the bolt diameter.
d.    Tie rods and channels shall deviate no more than 1/8" from true in the longitudinal dimension over any 10 foot span.

6.    STRUCTURAL STEEL MATERIAL REQUIREMENTS.
a.    Structural Steel. Wide flange and WT shapes shall conform to ASTM A992/A992M. Angles, Channels, and Plates shall conform to the requirements of ASTM A36/A36M.


b.    Structural Steel Tubing. Structural steel tubing shall conform to ASTM A500/A500M, Grade C, 50,000 psi yield strength


c.    Mill Certifications. The Contractor shall provide mill certifications showing all physical and chemical properties conform the requirements given in sub paragraphs a. and b. above. Mill certifications shall be submitted at the time of delivery for information only.


7.    STRUCTURAL BOLT ASSEMBLIES. Each structural bolt assembly shall consist of a bolt, nut, and washer, unless noted or specified otherwise. Structural bolt assemblies shall conform to ASTM A325, Type 1. Nuts shall conform to ASTM A563, Grade and Style as specified in the applicable ASTM bolt standard. Washers shall conform to ASTM F436, plain carbon steel. Structural bolt assemblies intended for use as part of the wale splice plate assemblies shall be ASTM A325 twist off type tension control fasteners.


8.    NON‐STRUCTRUAL BOLT ASSEMBLIES. Each non‐structural bolt assembly shall consist of a bolt, nut, and two washers. Non‐structural bolts shall conform to ASTM A307, Grade A. The bolt heads and the nuts of the supplied fasteners must be marked with the manufacturer's identification mark, the strength grade and type specified by ASTM specifications. Nuts shall conform to ASTM A563M, Grade A, heavy hex style. Washers shall conform to ASTM F844. All components of the non‐structural bolt assemblies shall be hot dip galvanized, after fabrication, in accordance with ASTM A123. Grip shall be sufficient to accommodate two washers, a nut, and a half inch thick sheet pile web.

9.    TIE ROD ASSEMBLIES, 1 ¾" diameter. 1 ¾" diameter threaded rod shall conform to ASTM A615/A615M with a minimum yield stress of 75,000 psi. Threaded Rod Assembly Washers shall conform to ASTM F436, plain carbon steel. High Strength Threaded Rod Assembly Nuts shall conform to ASTM A563, Grade A, Heavy Hex Style. Thread Rod Assembly Plate. All plate included in the threaded rod assembly shall conform to ASTM A36/A36M


10.    THREADED ROD ASSEMBLIES, 7/8" diameter. 7/8" diameter threaded rod shall conform to ASTM A449/A449M with a minimum tensile strength of 120,000 psi. Threaded Rod Assembly Washers shall conform to ASTM F436, plain carbon steel. High Strength Threaded Rod Assembly Nuts shall conform to ASTM A563, Grade B, Hex Style.
11.    DRAIN COVER ASSEMBLIES. Drain cover assemblies shall consist of a threaded flange, two neoprene gaskets, one perforated steel screen, four 5/8 inch diameter ASTM A307 steel studs, four washers, four nuts, and one ASTM A36 steel plate with the studs attached. The Contractor shall determine the required length of the ASTM A307 studs. Threaded flanges shall conform to ASME/ANSI B16.5 Class 150. Gaskets shall be constructed from neoprene and shall conform to ASME 16.21, Class 150. All metallic components of the drain cover assembly shall be hot dipped galvanized after fabrication. Drain cover assemblies shall be delivered fully assembled.
12.    QUANTITIES REQUIRED. See attached bill of materials.
13.    SHOP DRAWINGS. The Contractor shall submit shop drawings of the wales, tie rod assemblies, wale splice plate assemblies, tension plates, pipe spacer assemblies, and drain cover assemblies for approval by the Contracting Officer. The Contractor shall submit .pdf files of the shop drawings for approval no later than 10 working days after contract award. The Government will approve or disapprove the shop drawings within five working days of receipt of the shop drawings. Fabrication shall not commence before the shop drawings are approved. Shop drawings shall be of sufficient detail that the location of all components, fasteners, and fastener holes and their dimensions are clearly called out. All dimensions required for fabrication shall be called out. Scaling off the shop drawings to determine dimensions will not be allowed. Shop drawings shall contain a neat line, coordinates, scale bar, and a title block showing the fabrication shop's name and address, date, name or initials of the draftsperson, revision number of the drawing, and the name of the designer or engineer responsible for the content of the drawing. The contract number shall be included on each drawing as part of the title block.
14.    SCHEDULE. All components required under this contract shall be delivered to the specified delivery location no later than 60 calendar days after contract award.
