STATE ENVIRONMENTAL LEGISLATIVE and REGULATORY MONITORING
This is a COMBINED SYNOPSIS/SOLICITATON for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular FAC 2005-75 current through 24 June 2014. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The Request for Quotation (RFQ) number is N69430-14-T-1469. This combined synopsis/solicitation is a 100% Small Business set aside. The applicable NAICS code is 519190 and the associated small business size standard is $25,500,000.00 in average annual receipts per FAR 19.102, Size Standards.
The contract type will be firm fixed price with a base period of nine (9) months from (27 September 2014 to 27 June 2015), and four option periods (of 12 months each). The contract requires monitoring of developing state level legislation and state or regional level environmental and energy rules and regulations within the fifty states and the District of Columbia, Guam, Puerto Rico, Virgin Islands and certain intrastate organizations such as local or regional air pollution control districts, and water quality management districts.
