The Department of Veterans Affairs Network 23 Contracting Office (NCO 23), on behalf of The US Department of Veterans Affairs Health Care System St. Cloud, Minnesota, hereinafter referred to as STCVAHCS, located at 4801 Veterans Drive, St. Cloud, MN 56303, contemplates issuing a Request for Quote (RFQ) in order to award a single, firm fixed-price contract for Recruitment Services of Medical Providers. STCVAHCS is in need of the services of a Medical Provider Recruiting Firm to assist with the recruitment and placement of one or more Internal Medicine/Family Practice (IM/FP), Mental Health (MH), and Specialty Care Providers at the Saint Cloud, Minnesota Campus. Providers needed for recruitment and placement include Physicians (M.D. or D.O.), Advanced Practice Registered Nurses/Nurse Practitioners (APRN), or Certified Physician Assistants (C-PA).

The performance period will be from time of contract award through end of the 1-year base period, currently estimated to be 5/1/2017 4/30/2018. There will also be multiple Option Periods for this contract. The solicitation and any subsequent award will be conducted in accordance with FAR Part 13, and relevant sections of the Federal Acquisition Regulation and Veterans Administration Acquisition Regulation (VAAR).

The applicable NAICS Code is: 561311 EMPLOYMENT PLACEMENT AGENCIES. The small business size standard is $27.5 million.

This requirement is a 100% SET-ASIDE competition for SDVOSB s only. All qualified offerors are invited to provide their proposal. The Contractor shall provide all labor, supplies, equipment, advertisement, and management in accordance with the RFQ statement of work.

The tentative issue date for any actual solicitation will follow on/about March 27, 2017. The date is not firm and may change due to events out of our control. Offerors are responsible for checking the web site, http://www.fedbizopps.gov, regularly to obtain possible amendments. All parties must obtain all notices and amendments to the solicitation through this web site. Hard copies will not be mailed. Proposals must be submitted in accordance with the proposal instructions outlined in the solicitation. Proposals will be due not less than 10 days after the issuance of any solicitation.

This notice is for informational purposes only and is not a request for offers. The Government is not obligated to issue a solicitation as a result of this notice.

All respondents must be registered in the System for Award Management (SAM) database at http://www.sam.gov and complete online Representations and Certifications at http://www.sam.gov. All respondents must be registered/certified in the Veteran Business database at https://www.vip.vetbiz.gov to prove/validate SDVOSB eligibility.
