Synopsis

This Sources Sought Notice (SSN) announcement is unrestricted. A SSN is issued to assist the Agency in performing market research to determine industry interest and capability. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Therefore, no proposals are being requested or accepted in response to this SSN.


Purpose


In accordance with FAR Part 10, SSP is conducting market research to identify Contractors who have the capabilities and qualifications to provide SSP's program management, planning, and execution support for the SSP Strategic Weapons System/Attack Weapons Systems (SWS/AWS) week programs in the United States (U.S.) and United Kingdom (U.K.). SSP is seeking White Paper capability statements which identify vendor's current capabilities to perform/execute the requirements identified in Section 7 and who meet the minimum qualification identified in Section 8.


Description of Requirements



SSP requires contractor support to provide SSP's HR office with technical and functional support for the transition, implementation, and on-going maintenance of the AcqDemo program as the primary civilian personnel system for SSP. This support shall include not limited to the areas below:


1.1    SWS/AWS Week Preparations
1.1.1    The Contractor shall prepare for SWS/AWS week. The tasks shall include:
•    Scheduling:
•    Schedule SWS/AWS week seminars with the local host activity (Bangor - Commander Submarine Group (GRU) Nine, or Commander Submarine Squadron (CSS) 17/19; Kings Bay - GRU Ten or CSS20) weapons department representatives. Verify that all schedules assure maximum crew availability and are supportable by DIRSSP.
•    Coordinate weapons and navigation common topics to prevent conflicts.
•    Produce the detailed daily schedules for each SWS/AWS week. Provide copies of the hourly schedules to SP205A2 and the applicable local host activity representatives. Coordinate approved presentations throughout the week and adjust schedules accordingly.
•    Visit Request:
•    Maintain a database of SWS/AWS week attendees that is used to generate the master visit request.
•    Consolidate visit clearance requests from all SWS/AWS week attendees into a single master visit request for approval.
•    Coordinate approval of the consolidated visit clearance request with appropriate branch and SP- 162 representatives. Assist in the resolution of any conflicts identified during SWS/AWS week coordination.
•    Seminar Presentation
•    Collect all Navy and Contractor electronic presentations. Provide technical overview of presentations.
•    Identify adequate space to conduct seminars, presentations and meetings, hardware and software requirements for the SWS/AWS week. Coordinate with the host activity to ensure that adequate resources (e.g. physical space, hardware and software requirements) are available.
•    Provide the necessary computer and software to support presentation of all submitted PowerPoint files.
•    Provide Information Technology (IT) equipment required for on-site execution of SWS/AWS week, as coordinated by SP205A2. This includes, but is not limited to, projectors, podium displays and all required interface equipment.
•    Consolidate all electronic formatted presentations onto the provided computer.
•    Proof runs all electronic presentations on the provided computer.
•    Make minor modifications to electronic presentations as coordinated by SP205A2.


1.2    Previous Seminar Action Items
1.2.1    The Contractor shall deliver previous seminar action items. The tasks shall include:
•    Distribute a list of each Corrective Action Authorities (CAA) open and closed Seminar Trouble and Failure Reports (TFR) that will be presented during the SWS/AWS week to the cognizant CAA.
•    Prepare an electronic presentation that details each remaining open Seminar TFR generated by the host group and those that have been closed since the last SWS/AWS week.
•    Collect data and provide data analysis on selected seminar TFRs.


1.3    SWS/AWS Week Setup
1.3.1    The Contractor shall deliver SWS/AWS week setup. The tasks shall include:
•    Arrive at site one (1) working day prior to seminar. Represent SP205A2 in coordination efforts with the local host activity representative.
•    Verify proper allocation of classrooms, auditoriums, and audiovisual equipment for the execution of the SWS/AWS week.
•    Verify visit request received by the host activity. Assist in resolution of any discrepancies in the visit request identified during coordination.
•    Setup and test computer, projection and sound reinforcement hardware.
•    Integrate local area provided presentations into the master schedule and the electronic presentation format.
•    Update Seminar TFR presentation with final data from NSWC Corona, SSP Branches, SSP Program Management Offices (PMOs) and SSP Contractors.
•    Update and finalize the SWS/AWS week agenda with the local host activity representative.
•    Provide support to Ship Submersible Ballistic Nuclear (SSBN) crews in the development of Refit/Patrol crew debriefs.


1.4    SWS/AWS Week Execution
1.4.1    The Contractor shall execute SWS/AWS week. The tasks shall include:
•    Attend meetings and seminars as coordinated by SP205A2. Take meeting minutes and document all action items.
•    During crew sidebars, modify presentations as coordinated by SP205A2.
•    Assist in drafting Seminar TFRs identified during the daily meetings.
•    Prepare electronic presentations of TFRs generated for review the following morning.
•    Assist assigned personnel in the presentation of the Open/Closed Seminar TFRs presentation.
•    Prepare electronic general information presentations with information provided by host activity and DIRSSP for use during breaks.
•    Attend and conduct Seminar wrap up meeting. Provide SP205A2 the action item list and copies of all draft Seminar TFRs.
•    Record lessons learned for inclusion in appropriate SSPINSTs.


1.5    SWS/AWS Week Wrap Up
1.5.1    The Contractor shall wrap up the SWS/AWS week. The tasks shall include:
•    Assist host activity in collecting required data to finalize all Seminar TFRs generated.
•    Submit Weapons Seminar TFRs to NSWC Corona.
1.6    SWS/AWS Week Report
1.6.1    The Contractor shall provide a report for the SWS/AWS week in accordance with the SWS/AWS week Program SSPINST. The tasks shall include:
•    Generate an electronic SWS/AWS week Report that contains the following:
•    Executive summary
•    Minutes of meetings attended
•    Copies of all electronic presentations given
•    Copies of each Seminar TFR generated
•    Lessons Learned
•    SWS/AWS week Schedule
•    Provide draft report to SP205A2 for review and approval.
•    Incorporate comments provided and distribute final copies on CD-ROM to SP205 (two (2) copies: one
(1) for Strategic Weapons System Management Information Network (SWSMIN) Integration and one
(1) for SWSNET integration).


1.7    SWS/AWS Week SSPINST
The Contractor shall assist with the SWS/AWS week SSPINST updates. The tasks shall include:
•    Assist SP205A2 with drafting and formatting the SSPINSTs.
•    Track comments and recommended changes.
•    Provide SP205A2 draft copies of SSPINSTs with recommended changes.


1.8    Electronic Technician (ET) Seminar SWS/AWS Week Support
1.8.1    The Contractor shall deliver program management support for the ET Seminar SWS/AWS week support. The tasks shall include:
•    Incorporate data collected by the cognizant SSP Branch designated personnel into the existing SWS/AWS week Minutes CD-ROM. This data shall include any minutes generated, all electronic presentations and Seminar TFRs generated.
1.8.2    Navigation seminars are conducted concurrently with weapons seminars during each SWS/AWS week.


1.9    SWS/AWS Week Effectiveness Meeting
1.9.1    One (1) SWS/AWS week Effectiveness Meeting will be conducted every other FY in coordination with the TFR Program Review.
1.9.2    The Contractor shall plan and prepare for this meeting. The tasks shall include:
•    Provide, distribute and collect surveys at SWS/AWS weeks as coordinated by SP205A2.
•    Compile and analyze results from surveys.
•    Assist in formulating agenda and identifying attendees of annual SWS/AWS week effectiveness meeting.
•    Attend all meetings, present analysis of Surveys, and document and record action items.


1.10    Annual TFR Program Review
1.10.1    One (1) TFR Program Review meeting is conducted every other FY.
1.10.2    The Contractor shall assist SP205A2 with the TFR program review by:
•    Accumulating data from lessons learned and action items generated throughout the previous year.
•    Conducting research on assigned items as required.
•    Creating electronic presentations for SP205A2 use at the TFR Program Review.
•    Providing presentation support and recording action items.


1.11    SP205A2 Coordination Meetings
1.11.1    The Contractor shall hold two (2) coordination meetings with SP205A2 each FY to provide lessons learned from SWS/AWS weeks, provide draft changes to appropriate SSPINSTs, and to assist in analyzing effectiveness of the SWS/AWS week Program.


The UK SWS week is conducted once each FY in the UK. The Contractor shall possess technical expertise and experience in relation to U.S. /U.K. SWS, Strategic Weapons System Support (SWSS), and Strategic Weapons Facility (SWF) operations and management. The Contractor shall provide program management support for UK SWS week planning and preparation as specified below:


2.1    UK SWS Week Preparation
The Contractor shall schedule UK SWS week. The tasks shall include:
•    Compile the proposed list of U.S. attendees and provide the list to SP205A2 for SP205 approval.
•    Compile the list of SP205 approved attendees' visit request and clearance data for consolidated visit request to SPUK.
•    Review and provide updates to US personnel for each SWS week based on the UK host inputs. Provide copies of the hourly schedules to Strategic Weapons Project Team - Equipment - Operations Group 3A (SWPT-E-OP3A) and 3B (SWPT-E-OP3B).


2.2    UK SWS Week Presentation Support
During the meeting, the Contractor shall coordinate approved presentations throughout the week and adjust schedules accordingly. The task shall include:
•    Collect all Navy and Navy Contractor electronic presentations.
•    Provide the necessary computer and software to support presentation of all submitted PowerPoint files.
•    Consolidate all electronic formatted presentations onto the provided computer.
•    Proof runs all electronic presentations on the provided computer.
•    Make minor modifications to electronic presentations as required by Strategic Weapons Project Team - Equipment - Operations Group 3A (SWPT-E-OP3A) and 3B (SWPT-E-OP3B).


2.3    UK SWS Week Seminar Action Items Support
During previous seminar action items, the Contractor shall prepare an electronic presentation that details each remaining open Seminar TFR generated by the host group and those that have been closed since the last SWS week. The task shall include:
•    Collect data and provide data analysis on selected seminar TFRs.
•    During SWS Week Setup, the Contractor shall arrive at site one (1) working day prior to seminar. Coordinate efforts with the host activity.
•    Setup and test computer, projection and sound reinforcement hardware. Integrate local area provided presentations into the master schedule and the electronic presentation format.
•    Update Seminar TFR presentations with final data from NSWC Corona, SSP Branches, PMOs and supporting Contractors.
•    Update and finalize the SWS Week agenda with the host activities (Strategic Weapons Project Team - Equipment - Operations Group 3A (SWPT-E-OP3A) and 3B (SWPT-E-OP3B).


2.4    UK SWS Week Meeting and Seminar Support
During SWS week, the Contractor shall attend meetings and seminars as coordinated by SWPT-E- OP3A/SWPT-E-OP3B. The Contractor shall take meeting minutes and document all action items. Other tasks shall include:


•    Assist in the drafting of Seminar TFRs identified during the day's meetings.
•    Prepare electronic presentations of TFRs generated for review for the following morning.
•    Assist assigned personnel in the presentation of the Open/Closed Seminar TFRs presentation.
•    Prepare electronic General Information presentations with information provided by host activities and DIRSSP for use during breaks.
•    Attend and conduct Seminar Wrap-up meeting. Provide SWPT-E-OP3A/SWPT-E-OP3B the action item list and copies of all draft Seminar TFRs.
•    Record meeting and lessons learned for inclusion in appropriate SSPINSTs.


2.5    UK SWS Week Wrap Up Support
During SWS week wrap up, the Contractor shall assist host activity in collecting required data to finalize all Seminar TFR's generated during the SWS week. Other tasks shall include:
•    Submit Weapons Seminar TFRs to NSWC Corona.
•    The Contractor shall generate an electronic SWS week Report that contains the following: Executive summary, minutes of meetings attended, copies of all electronic presentations given, copies of each Seminar TFR generated, Lessons Learned, SWS week schedule, and the SWS week SSPINST. Other tasks shall include:
•    Provide draft report to SWPT-E-OP3A/SWPT-E-OP3B for review and approval.
•    Incorporate comments from SWPT-E-OP3A/SWPT-E-OP3B into the report and distribute final copies on CD-ROM to provide to SP205 (two (2) copies, one (1) for SWSMIN Integration and one (1) for SWSNET integration).


 


Minimum Qualifications / Content Requirements



Interested businesses must have an in-depth technical knowledge of the operation and maintenance of theTrident II SWS consisting of the launcher system, fire control system, SWS ship support systems, navigation system, and the Trident II D5 missile. The Contractor shall have a strong working knowledge of SWS documentation consisting of procedural guides, standard operating procedures, casualty procedures, standard maintenance procedures, and principals of operation. The Contractor shall a strong working knowledge of the Trouble and Failure Reporting Program, Preventative Maintenance Management Program, and Strategic Systems Programs Alteration Program.


 


Place of Performance



Preparations for SWS/AWS week can take place at the Contractor's site, but SWS/AWS weeks will take place at Bangor, Washington and Kings Bay, Georgia.


 


White Paper Capability Statement Submittal Requirements



White Paper capability statements shall be submitted in Microsoft Word for Office 2010 compatible format or PDF format and are due no later than 28 February 2018, noon EST. The white paper capability statements shall not exceed ten (10) pages in total, using 12-point Times New Roman and 1" margin and shall be submitted via e-mail to Alexander Miller at Alexander.Miller@ssp.navy.mil.


ALL capability statement submittals shall include the following information "not" included in the aforementioned maximum ten (10) page limit:

2)    Identify any current GSA schecule contract or any other acquisition vehicles you currently possess, which can potentially fulfill this requirement.



3)    Capability statement displaying the contractor's ability to provide the services to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last five (5) years. This relevant past performance information should identify the applicable contract number; total contract dollar amount; capacity performed (Prime or Sub); contract period of performance; description of the relevant services provided AND the relevancy of the services to the proposed requirement; and a customer point of contact with corresponding telephone number and e-mail address (up to two references).
