(1) Action Code. M - Operation of Government-owned facilities


(2) Subject. SRD Shadow Mountain Village Water System Management Operator IDIQ


(3) Description. The USDA Forest Service Arapaho and Roosevelt National Forests and Pawnee National Grasslands' (ARP) Sulphur Ranger District (SRD) has a requirement to contract/hire a professional Operator in Responsible Charge (ORC) dedicated to the management of the water system at Shadow Mountain Village. The Forest intent is to have a dedicated, qualified individual who has supervisory responsibility for the operation of the facility and will ensure that all state requirements are met.

(10) Proposed Solicitation Period. The solicitation period is anticipated from 15 October 2018 through 02 November 2018. All solicitation documents will be posted to FBO under the solicitation number at item 9. The actual due date will be shown in the solicitation. This period is "proposed."


(11) Site Visit. See item 12.


(12) Pre-proposal Conference. A pre-proposal meeting will be held. The current date, time and location is reflected in Section L of the solicitation terms. Photos of the site may be provided but are not guaranteed. Interested offerors are highly encouraged to attend the pre-bid meeting, at which time a subsequent site visit (in conjunction) may be offered. Since the site has residential inhabitants, offerors are NOT permitted to visit the site without the coordination and approval of the Contracting Officer Representative (COR). Requests should be submitted at least 48 hours in advance of the anticipated intent to visit date.

(14) Place of Contract Performance. The project location is Shadow Mountain Village, 34 County Road 66, Grand Lake CO 80447. Grand County.


(15) Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ). All associated Task Orders will be Firm Fixed Price (FFP).


(16) Contract Award Period of Performance. The anticipated period of performance includes a base period and four (4) option years. The base period is anticipated for award (on or about 13 November 2018) through 30 November 2019. Award of the optional periods is not guaranteed and is always subject to funding availability. The option years will be effective 1 December through 30 November.


(17) Contract Award Date. On or about 13 November 2018


(18) Contract Award Dollar Amount. It is anticipated that the range price of this contract will be:
Between $100,000.00 and $250,000.00. This magnitude considers the following: Timeline (Base period plus 4 option years).


(19) Contractor. TBD following evaluation of competitive proposals. One (1) contractor will be selected for award of this IDIQ. Contractor must have an active registration in SAM IAW FAR 52.204-7 prior to award. To register, visit https://www.sam.gov/portal/SAM/#1. Please note that activation of a SAM profile can take time. If interested in this solicitation, please start the SAM profile activation process immediately. This is a non-negotiable requirement. Offerors must show proof of an active profile OR a pending application in SAM at the time of proposal submission.


(20) Additional Information.


(20.i) Cutoff for Questions and Answers. The cutoff for questions pertaining to this solicitation is Wednesday, 31 October 2018 NLT 1300 MT. Questions must be submitted via email to klenisewallace@fs.fed.us and sjwood@fs.fed.us. Do not make assumptions. It is better to ask and know than guess what the Government's intent is for any given subject area. All inquiries should include the solicitation number in the subject of the email. (e.g. Questions: 1282AT18R0000)


(20.ii) Proposal Submission. Proposals are due Friday, 2November 2018 by 1300 MT. Proposal submissions should include the solicitation number in the subject of the email(s) and contractor name. (e.g. Proposal Response: 1282AT18R0000, ABC Company) The contractor is responsible for verifying receipt of proposal by the solicitation Contact or Contracting Officer.


(20.iii) Tips for Submission.


a. Read the solicitation carefully and ensure that proposals include all documents specified in Section L.


b. Ensure all questions have been addressed prior to proposal submission.


c. All submission elements require title pages. An example will be provided for offeror reference in the attachments under Section J.
