Develop preliminary design for roadway widening to add sidewalks, bike lanes, and a potential center turn lane. This work includes providing cost estimates, environmental and other discipline reports, permit application materials, exhibits for stakeholder negotiations and right of way acquisitions. Construction of the sidewalks and bike lanes must be completed by the end of 2014 or sooner.
