THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS; IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PUR SUANT TO THIS ANNOUNCEMENT.


THIS IS A REQUEST FOR INFORMATION ONLY for market research and planning purposes only, as defined in FAR 15.201(e). This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted, and the Government will not reimburse respondents for preparation of the response. Response to this Notice is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement.


BACKGROUND: The Requiring Activity for this action is the United States Army Medical Research and Development Command (USAMRDC). USAMRDC's mission is to responsively and responsibly create, develop, acquire, and deliver capabilities for the warfighter.


SUBJECT: The United States Army Medical Research and Development Command (USAMRDC) is conducting market research on a Spring Research Festival event conducted on Fort Detrick, MD for a multi-day period. Responses are due to this Request for Information (RFI) by 4:00 PM ET on 7 August 2019.

Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future Request for Proposal (RFP) will not be entertained.


DESCRIPTION/REQUIREMENTS: This scientific event, Spring Research Festival, provides members of the National Interagency Confederation for Biological Research (NICBR) community the opportunity to present and exchange scientific information generated in the course of their research activities in keeping with the NICBR mission and vision. This event furthers the mission by fostering the synergy and collaboration envisioned with the National Interagency Biodefense Campus (NIBC) was established on Fort Detrick as well as provides a venue for showcasing scientific accomplishment to the local Frederick community. The USAMRDC is the lead NICBR partner responsible for this event.


The event extends for a week, and the historical schedule includes:


Exhibit Tent Installation - Saturday and Sunday
Contractor Set-up - Sunday thru Tuesday
Exhibitor Set-up - Tuesday
Exhibit Dates - Wednesday and Thursday
Contractor/Exhibitor Dismantle - Thursday
Tent Dismantle - Friday


During the public event on Wednesday and Thursday, there are also Poster Blitz sessions in an alternate location on post, and there is a scheduled NICBR Science Symposium with a Keynote Speaker. The NICBR partners will assist only with the poster requests/ coordination as well as with scheduling of the Keynote Speaker, NOT with the vendor booth rentals. The purpose of the Exhibitor Tent [paid vendor booths and non-paid Government booths] is educational and promotional in that it provides information about existing and new-to-market equipment, supplies, and services available to the biomedical research industry. The tent requires lighting, and by request, vendor booths may require electricity to run equipment. Infrastructure includes the booth set-up with tables, chairs and cloth background. Portable bathroom facilities are to be provided for the vendor's use. All signage for the event must be installed and prior to the event and removed following the event.


The Government [Army Garrison] via reimbursable support services will provide the following for this event:


-land (parking lot behind Building 1507)


-access control (vetting for vendors to be on Fort Detrick)


-parking/traffic control (2/3 police officers during the 2-day event)


-recycle and trash dumpsters


-catering


Historical Estimates for the Spring Research Festival: In terms of tent size, the Government approximates a tent size of 98 feet wide x 200 feet long, but the size is dependent on attendance, number of booths, etc. Historically, the number of attendees is upwards of 500+, but the exact number is unknown as the cost for attending the event is free and registration is not a requirement for viewing the exhibits. Historically, the number of poster presentations is approximately 180 - 200.


4. ACQUISITION STRATEGY:


In previous years, this event was coordinated via a no-cost purchase order issued to GTP Management Services. However, the Government is considering whether utilization of a Cooperative Research and Development Agreement (CRADA) between the USAMRDC and a non-profit corporation/agency would be feasible. This RFI is issued so as to determine the feasibility of the proposed CRADA acquisition strategy. This RFI is seeking to identify possible industry partners for establishment of a CRADA.


Replies to this RFI should indicate whether all of the Description/Requirements, at a minimum, can be provided. The Government encourages creativity and innovation in responses to this RFI.


SUBMITTALS: Summaries of the services as listed above shall be no more than Ten (10) double-sided pages in length, and shall describe service capabilities to provide the requirement above.


Interested Parties shall provide business size status based upon NAICS code 541380, Small Business Size Standard of $15 Million, CAGE code as registered at SAM.gov. Interested Parties may include item brochure information with the summary package by the Government's requested date of submittal of July 12th, 2018. Interested parties shall submit information in response to this RFI to:


Responses shall be submitted and received via Email no later than 11:00AM EST Monday, 05 August 2019. Documents shall be electronic in Microsoft Word, Excel, Power Point, and/or Adobe Portable Document Format (PDF) and provided as attachments to the Email. No telephonic responses to this RFI will be considered.

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.


(b) Although "proposal" and "Offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
