This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to Astoria-Pacific Inc., PO Box 830, Clackamas, OR 97105 for the procurement of maintenance services.


The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 811219, Other Electronic And Precision Equipment Repair and Maintenance. The period of performance for this procurement is one 12-month base period and four 12-month option periods.



The purpose of this procurement is for Astoria-Pacific, Inc., to provide maintenance services for the SPOTCHECK system. As the original equipment manufacturer, Astoria-Pacific is the only vendor that can next business day response to service calls for on-site repair, emergency service for in-warranty instruments to correct performance impairment and trained service staff qualified to diagnose problems and repair Astoria-Pacific equipment and provide engineers and technicians expertly qualified and factory-trained to go beyond simply performing preventative maintenance and repairs is required when servicing this equipment. Furthermore, the original equipment warranty information states that only the manufacturer is qualified to ensure performance at original levels. This level of expertise is essential to the laboratory and Astoria-Pacific is the only company that can provide continuity of service in the manner which is required by quality guidelines within the center. Astoria-Pacific, Inc. is the only responsible source capable of meeting all of the Government's requirements.


As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will only issue a solicitation to Astoria-Pacific, Inc. However, all responsible sources who believe they can meet these requirements, may submit their capabilities and/or qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov, no later than 12:00pm eastern standard time on December 26, 2017.

A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
