SPI Interim Support Package
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a fixed price modification under an existing contract to procure an interim support package to support the TTU-665/E, Stationary Penetrant Inspection System (SPI) to satisfy our initial spare requirements based on the initial spare items list (ISIL), on a sole source basis with REL, Inc. (REL) of Calumet, MI. The interim support package includes the following items:

REL is the Original Equipment Manufacturer (OEM), owns the technical data, and is the sole designer, developer and manufacturer of the SPI. The government does not possess the required technical data to effectively solicit this requirement by full and open competition. Due to the current limited and restricted data rights of the hardware and software respectively we are not able to purchase all components manufactured, programed and delivered on schedule from another source. No other manufacturer would have this data and are capable of manufacturing or procuring a complete interim support package to successfully meet the Government's requirement.
NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Lakehurst is requesting information pertaining to the procurement of the Stationary Penetrant Inspection (SPI) System. Fielding of the SPI by United States Navy is anticipated Fiscal Year 18. The Interim Support Package is intended to provide provisional parts support for approximately two years after fielding of the SPI.

The purpose of the request for information is to identify potential contractors capable supplying Interim Support Package. It is the Government's intent to procure adequate quantities of referenced parts to support the Stationary Penetrant Inspection (SPI) System for approximately two years after initial fielding. This RFI is to determine whether there are any contractors capable of supplying the Interim Support Package.

Respondents are notified that a formal solicitation MAY NOT necessarily result from the RFI. Any comments provided may or may not be included in a formal solicitation. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
