SPECTROMETER
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.
NASA/GSFC-WFF has a requirement for a Pandora Radiometer/Spectrometer. NASA intends to issue a sole source contract to Avantes under the authority of FAR 6.302-1. Avantes is a the only available source that can provide a Pandora Radiometer/Spectrometer. The spectrometer instruments that are required in this procurement must be identical to those presently used in the Pandora instrumentation. Use of the Avantes instrumentation allows NASA to reutilize previously developed software.

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code is 334516 and the size standard is 500.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Eastern Standard Time on July 8, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
