The purpose of this notice is to gain knowledge of all potential Small Business interest, including Women-Owned Small Business. Other Small Business may respond to this notice in the event the market does not indicate significant Women-Owned Small Business interest.


Project Description:
This statement of work (SOW) describes the leadership development and training services to be provided by the contractor which are necessary for successful execution of the South Pacific Division (SPD) Regional Leadership Development Program (RLDP), Level 3 (LDP3). Participating in the program will vary but on average there will be approximately 7 to 12 participants for each program year. The program will include 4 weeks of duty time offsite and 40 hours of virtual instruction or interactive participation, of which the contractor will attend or lead each session.
CAPABILITIES AND QUALIFICATIONS:


a. Qualified personnel are required to have recent knowledge of and experience in:
1. Providing an educational leadership development program that includes (but is not limited to) leading change, leading people, results driven business acumen, building coalitions, increasing ability to recognize and respond to issues and challenges within and across USACE Major Subordinate Commands (MSCs) and organizations and providing an enterprise-wide perspective.
2. Experience in preparing all rubrics, reference materials, and assessments.
3. Experience in the past 3 years in program leadership, including development of a schedule of all deliverables and their respective dates for the entire year, accountability for content, delivery, and outcomes of the leadership program.
4. Experience in coaching, and facilitating long term programs with changing participants.
5. Experience with administering, analyzing and coaching of at least 5 different leadership style assessments.
6. Experience in maintaining one common electronic web board to track activities, assignments, submitted documents, completion dates and progress.
7. Experience with providing a virtual learning environment including determining appropriate content, facilitating, and hosting the virtual platform.
8. Experience providing monthly progress reports.


b. Contract work on base contract will start September 1, 2019 and will cease August 31, 2020, with 4 optional follow on years. Interested parties will submit bid proposals for within the specified period of performance.
CAPABILITY STATEMENT
The following requests are designed to apprise the US Army Corps of Engineers, South Pacific Division, of prospective contractors' execution capabilities. Please provide your response to the following:
1) Offeror's names, address, point of contact, phone number, and e-mail address.
2) Offeror's capability to execute this contract shall provide: a sample contract of this magnitude and complexity with demonstrated comparable scope, performed within the past 3 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, dollar value of the project, and date of completion.
Please provide at least 2 additional example projects.
3) Offeror's type of small business and business size.
