Defense Logistics Agency (DLA) - Aviation intends to add an additional 98 NSNs to the existing Long Term Contract with AVIALL, SPE4AX13D.  This is being procured as other than full and open competition under 10 USC 2304(c) (1), unrestricted procurement.  These items are commercial off the shelf.  A Sole Source Solicitation, Letter RFP, will be for a proposed firm fixed price 3 months remaining in the base period and four one-year option periods. Evaluation will be on line by line basis.   FOB is destination and inspection/acceptance is at either destination or origin.  Surge requirements do not apply.  Possible stock delivery locations are any CONUS facility.  Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis.  The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material, or adequate traceability documentation to show product is acceptable.  In addition, respondents should identify quantity available and price.  DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interests of the government.  The solicitation package must be completed in its entirety prior to submission.  Incomplete submission of the solicitation package may be deemed unacceptable and may result in disqualification of the proposal.
