SOURCES SOUGHT TECHNICAL DESCRIPTION FOR FAMILY OF TACTICAL RADIOS


INTRODUCTION


The Army Contracting Command- Aberdeen Proving Ground (ACC-APG), Division D, on behalf of Communication and Engineering Command Security Assistance Management Directorate (CECOM SAMD), is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/fulfill requirements for, family of tactical High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), and Multiband Radios, Ancillary Equipment, Installation Kits, Spare Parts, Operation and
Maintenance Training, Field Service Representatives (FSRs), Site Surveys/ Site Preparation, System Installation Services, and Maintenance Support Services.


The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PROGRAM BACKGROUND


Various U.S Government agencies require Harris radios for distribution to Coalition Forces in support of Overseas Contingency Operations (OCOs). The Harris radios contain Citadel Encryption, high speed modems, electronic counter measures, and third-generation Automatic Link Establishments. These radios provide Command Control and Communications capabilities that are essential to support OCOs. Radios and systems include tactical multi-band High Frequency (HF), Very-High Frequency (VHF) and Ultra-High Frequency (UHF) radios that are compatible with customer countries' existing fleets of Harris radio communications systems. These include the Falcon II RF 5800, Falcon III RF-7800V and RF-7850V series radios, configured for either handheld, vehicular, or base station operations. Countries also require spare parts for their existing systems, as well as training, site survey/preparation, installation, and maintenance support services.


REQUIRED CAPABILITIES


The purpose of this market research/ sources sought is to identify interested sources that can provide/ manufacture and deliver a family of tactical HF, VHF, UHF, and Multiband radios that must match form, fit, and function, and interoperate with, varying types of Harris Corporation radios, to include operation with Harris Citadel © encryption, Sierra II Programmable Encryption ©, and Harris Quicklook © electronic counter-counter measures (ECCM) frequency hopping algorithms. Harris Corporation radios are used extensively by countries with forces deployed/ deploying worldwide. Consequently, radios to be acquired must interoperate via Harris Citadel © encryption, Sierra II Programmable Encryption ©, and Harris Quicklook © Electronic Counter Counter Measures (ECCM) frequency hopping algorithms. It is anticipated that any Delivery Orders (DOs) issued under a planned five (5) year Indefinite-
Delivery Indefinite-Quantity (IDIQ) contract will require initial deliveries within two-hundred and ten (210) days After Receipt of Order (ARO) or after contract award. A minimum twelve (12) month warranty shall be provided.


Non-Developmental Item. The tactical HF, VHF, UHF, and Multiband radios should be a non- developmental item to the maximum extent possible.


Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units.


SPECIAL REQUIREMENTS


Any resulting contract is anticipated to have a security classification level of Confidential as applicable. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009.

The applicable NAICS code for this requirement is 334290. The Product Service Code (PSC) is 5895.


SUBMISSION DETAILS


Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. The capabilities statement package should provide the following information: (1) Name and address of company, with Commercial and Government Entity (CAGE) Code and Data Universal Numbering System
(DUNS) number. Any interested company must be registered with Central
Contractor Registration (CCR). (2) Point of Contact Name, Department, phone number, and email address. (3) Identify past and current services your company offers that exactly match the capabilities specified above. (4) Address your company's capability to act as a single provider for the hardware and services defined herein. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.


Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Salma Khairedin, in either Microsoft Word or Portable Document Format (PDF), via email salma.m.khairedin.civ@mail.mil no later than 1:00 p.m. EST on 30 April 2019 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.


All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
