SOURCES SOUGHT FOR NETWORK RADIO GATEWAY (NRG), SMARTRONIX DS-04 OR EQUIVALENT

INTRODUCTION:


Army Contracting Command- Aberdeen Proving Ground (ACC- APG) is issuing this Sources Sought Notice/ Synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide two (2) Smartronix DS-04 Deployable Systems, or equivalent Network Radio Gateway (NRG) systems. A Network Radio Gateway (NRG) provides Voice over IP (VoIP)/ Radio over IP (RoIP) conferencing, converging voice, MIL-STD 188/184 data, High Performance Waveband (HPW) data, and remote radio configuration/control capability in a single standalone network appliance.


This Sources Sought Notice/ Synopsis may contribute to determining the method of procurement. Based on responses to this Sources Sought Notice/ Synopsis, a requirement may be set-aside for small businesses (in full or in part), or procured through full and open competition. All small business set-aside categories will be considered. Multiple awards may be made, or a sole-source award may be made. If the Smartronix DS-04 NRG is a unique product, it will be the intent of this agency to procure a quantity of two (2) DS-04 NRG from Smartronix via sole-source award.

BACKGROUND and REQUIRED CAPABILITIES:


The intent of this Sources Sought Notice/ Synopsis is to determine if the Smartronix DS-04 NRG is a unique product or if equivalent items are available from other manufacturers.


See attachment "SMX-ProductSlick_EoIP_NRGDS04_Network_Radio_Gateway_DS-04" for a description and technical capabilities of the Smartronix DS-04 NRG. This attachment provides sufficient information to allow potential offerors to understand requirements and capabilities for an equivalent NRG. An equivalent NRG should be a non-developmental item to the maximum extent possible.


SPECIAL REQUIREMENTS:


Any resulting award is anticipated to have a security classification of secret and/or confidential. Any resulting award shall be compliant with the special metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) clauses 252.225-7008 and 252.225-7009.


ELIGIBILITY:


The applicable North American Industry Classification System (NAICS) Code for this requirement is 334220. Applicable Product Service Codes (PSCs) may apply (to be determined).


SUBMISSION DETAILS:


Interested businesses should submit a short (not more than one or two 8.5 X 11 inch pages, font no smaller than ten point) brochure, data sheet, or description of a possibly qualifying item(s). There should be enough information to show that the Smartronix DS-04 NRG is not a unique item, and that there exists a fully capable alternative.


Responses to this Sources Sought Notice/ Synopsis shall be electronically submitted to ACC- APG Contract Specialist Andrew C. Mitchell, in either Microsoft Word or Portable Document Format (PDF), via email address Andrew.C.Mitchell1.civ@mail.mil, not later than 4:00PM EST on 29 July 2018; reference this Sources Sought Notice/ Synopsis number in the subject line of the email and on all enclosed documents. Information and materials submitted in response to this request SHALL NOT BE RETURNED. DO NOT SUBMIT CLASSIFIED MATERIAL. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided. No telephone or email solicitations with regards to the status of any resulting award will be accepted prior to its release.


If your organization has the potential capability to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email addresses, web-site addresses, telephone numbers, and type(s) of ownership for the organization; and 2) Tailored capability statement addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated, organizations should address the administrative and management structure of such arrangements.


All data received in response to this Sources Sought/ Market Survey that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
