THIS IS NOT A SOLICITATION ANNOUNCEMENT, AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, OR A REQUEST FOR QUOTES NOR A PROMISE TO ISSUE A SOLICITATION IN THE FUTURE, AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No request for a bid package or solicitation will be accepted. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of interested parties to monitor these sites for additional information pertaining to this requirement.

The information received will be used within the Department of the Interior, National Park Service (NPS) to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made whether to issue any potential solicitation as a competitive set-aside for Small Business, U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, Women Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Businesses, Total Small Business, or whether to issue as full and open competition (unrestricted). The purpose of this Sources Sought is to gain knowledge of interested businesses that have the capability and relevant experience to design and construct the replacement of 6B? waterlines and appurtenances for Mesa Verde National Park. A determination by the Government to compete this requirement as a set-aside based upon responses to the notice and other market research is solely within the discretion of the Government. The information provided in the RFI is subject to change and is not binding on the Government. The release of this RFI should not be construed as a commitment or as an authorization to incur cost for which reimbursement would be required or sought. All submissions will become Government property and will not be returned.

1.0 Description
The National Park Service in support of Mesa Verde National Park is seeking information from qualified contractors on interest to design and construct 6-inch diameter raw water transmission main, totaling 8,640 linear feet. The existing 20-mile long water transmission line is over 50 years old and is being replaced in sections, many sections of which have already been replaced. This project would replace two different sections of existing transmission main and replace the connections to the existing cathodic protection system, install gate valves and combination air and vacuum valves, bends, and restrained joints or fittings, and connect the new lines to the existing raw water transmission lines. The pipelines would be installed parallel to the existing waterlines, and the contractor may be required to obtain construction permits.
One section of waterline to be replaced is 5,170 feet long and located approximately one half mile east of the park entrance, partially inside the park boundary in a dirt road and partially outside the park in the parkB?s right of way on a county gravel road through a residential area. The water pressure in this section is approximately 600 psi and the replacement pipe would be stainless steel. The design of this 5,170-foot section will require topographic surveying, and the rigid pipe would need to be designed to withstand water hammer.
The other section to be replaced is approximately 3,470 linear feet and located in hilly pastureland and BLM land outside the park, approximately 9 miles east of the park entrance, through a private gate, just above 7,000 feet in elevation. The elevation head pressure in this section is approximately 560 psi and the replacement pipe material could be stainless steel. A topo survey was recently conducted for the NPS on this 3,470-foot section of waterline and would be provided to the contractor upon award.
2.0 Contract Information
The anticipated firm fixed price design and construction contract is expected to have a magnitude between $1,500,000 and $2,000,000.

Performance Period: 15 months after award. The performance period takes in to account the fact that construction cannot take place during periods when the ground is frozen or wet.
The contractor must provide all labor, materials, equipment, transportation, subsistence, and other resources necessary (except as furnished by the U.S. Department of Interior, NPS).

3.0 Requested Information & Responses

Include in your email the information requested below in the Market Research Questionnaire. This information will be used only to determine if there is interest by qualified firms and will not be used in award. Please limit your response to five pages or less. Only completed questionnaires will be accepted.
