SOURCES SOUGHT FOR BUILDING bXb AT JOINT BASE PEARL HARBOR-HICKAM, NAVAL COMPUTER and TELECOMMUNICATIONS AREA MASTER STATION (NCTAMS), WAHIAWA ANNEX, HAWAII.

This is a Sources Sought Synopsis. The intent of this synopsis is to identify potential Section 8(a) small business concerns, Historically Underutilized Business Zone (HUBZone) small business concerns, women owned small business concerns (WOSB), service disabled veteran owned small business (SDVOSB) concerns and small business concerns (SBC) that are capable of performing construction of a one-story 30,836 SF administration building consisting of a concrete column, concrete walls, steel roof structure, conventional spread-footing concrete foundation and concrete slab-on-grade.
This project will include a small auditorium and 200 vehicle parking lot at JBPHH, NCTAMS, Wahiawa Annex. In addition, HVAC and power/telecom will need to be provided throughout the facility. Power will require the installation of a new medium voltage cable and duct bank along with a new service transformer. Telecom will require new site infrastructure to run backbone copper and fiber cabling. The fire protection for the building will be an wet-pipe fire sprinkler system along with an electric fire pump and fire alarm/mass notification system. Interior construction of the building will vary but generally be painted gypsum board on metal studs or on furring at exterior walls, flooring will be carpet tiles on a shallow raised access floor and ceilings will be suspended acoustical panels.
The cost is estimated to be between $10 million and $25 million.

NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this synopsis, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with the procurement of these services.

The Government will evaluate responses based upon experience and bonding capacity. Offerors shall complete and submit the attached Questionnaire (Attachment 1) and the Experience Questionnaire (Attachment 2).

Offerors having the capability to perform this work are invited to submit their qualifications, limited to 10 pages (8 B=b x 11b, duplex), by 2:00 PM, HST, on January 23, 2019.
