Naval Facilities Engineering Command (NAVFAC) Pacific, Construction Contracts Division, is seeking to package two (2) discrete projects into a single contract for the construction (design-bid-build) of Airfield Facilities and Infrastructure at Tinian International Airport, Commonwealth of the Northern Mariana Islands.


Project P-9021 will construct (design-bid-build) facilities and infrastructure, providing site development for Air Force access to Tinian International Airport to include a cleared and level site with paved road access, security fencing, extensive earthwork, drainage, electrical and water utility connections, demolition of WWII-era airfield pavements, repair/improvement of haul route, and all other requirements for a complete and usable project. Facilities must be able to withstand 190 mph winds for structural elements and will be designed to Seismic Zone 3 design criteria. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01.


Project P-9022 will construct (design-bid-build) an aircraft parking apron and taxiways, with associated shoulders, using airfield established concrete and hot mix asphalt standards. The parking apron will be sized for 12 KC-135/KC-46A aircraft and includes hydrant piping and related components to support 12 fuel valve pits. The taxiways are required to meet DoD standards for ground control operations for large frame aircraft. The project includes all necessary supporting components for a complete and usable facility. Facilities must be able to withstand 190 mph winds for structural elements and will be designed to Seismic Zone 3 design criteria. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01.


The North American Industry Classification System (NAICS) may include Subsection 237310 - Highway, Street, and Bridge Construction. The applicable size standard is $36.5 million. The packaged estimated cost will be between $250,000,000 and $500,000,000. The estimated completion time will be 1038 calendar days. 


Interested sources having the capability to perform this work are invited to submit a completed questionnaire and qualifications, limited to 15 pages (8-1/2" x 11", duplex), by 4 September 2019, 2:00 p.m., HST. Since this is a Sources Sought announcement only, evaluation letters will be not be issued to any respondent.
