SOURCES SOUGHT SYNOPSIS ONLY


The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 541690 with size standards of $15.0 Million Dollars. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FBO. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement.




GENERAL REQUIREMENT


The U.S. Trade and Development Agency (USTDA) is a foreign assistance agency that delivers its program commitments through grants and contracts. The projects supported by USTDA activities represent strong and measurable development priorities in the host country and offer opportunities for the sale of U.S. goods and services. USTDA has a requirement to establish a contract to support its decision-making relative to the funding of activities to support aviation projects in a developing or middle-income country. The prospective Contractor will be required to provide analysis and recommendations to USTDA that will assess and justify whether or not USTDA should provide funding for the proposed feasibility studies, technical assistance, pilot projects or other trade capacity building activities. The purpose of the expected deliverable under a resulting contract is to:


•    Assess and provide a recommendation on whether USTDA should provide funding for the proposed feasibility study(ies), technical assistance, pilot project(s), or other activity(ies), hereinafter referred to as "activity(ies)."
•    Develop terms of reference and budgets for activities for USTDA funding consideration.
•    Provide supporting analysis for the recommendation on the activity in a final report ("Final Report") that analyzes all the relevant issues.
•    In addition, the Contractor shall assess the potential of the relevant market sector in the host country for U.S. suppliers of goods and services in the Final Report.


Prospective offeror must possess relevant technical qualification and expertise in the Aviation Sector, including knowledge of project preparation priorities and funding resources for the Aviation Sector. Prospective Offeror must demonstrate:


•    Experience working in the preparation and/or implementation of projects related to air traffic management and control; airspace utilization and system capacity; airport infrastructure; aviation safety and security; and, airline operations.
•    Experience working in the South and Southeast Asian aviation market is preferred.


Travel to South and Southeast Asia Region may be required under any resulting contract.
