REQUEST FOR QUOTATION (RFQ) 140P6218Q0045 for:
Solid Waste and Recycling Collection Services at Gateway Arch National Park, St. Louis, MO.

Contractor is to provide all labor, supervision, licenses, materials, tools, equipment, supplies, transportation, vehicles and other items, services and incidentals necessary to perform solid waste and recycling collection services for the Gateway Arch National Park in St. Louis, MO, as specified and as set forth in this solicitation, its clauses/provisions, and its attachments. The successful Quoter is to deliver the specified containers to the contract site and begin waste and recyclable collection service within three (3) business days from the date of contract award.

GENERAL:

A. Provide one (1) 8-cubic yard covered refuse container for trash / waste removal, AND one (1) 8-cubic yard covered recycling container.

B. The containers shall be dropped at the designated site, shall not exceed 7 feet in width, 8 feet in length, or 8 feet in height. The containers shall have either a side door opening or double lid opening to allow users to easily dispose of trash and recyclables from the side of the unit or from the top.

C. The frequency of collections will be on a seasonally scheduled basis and will vary throughout the year. Collection of both trash/waste removal and recycling, shall be scheduled for and made on each of the days as follows:

(1) From the first day after Labor Day up to, and including, February 28th/February 29th - 3 days per week (Mon, Wed, and Fri)

(2) From March 1st up to, and including, Memorial Day - 4 days per week (Mon, Wed, Fri, and Sat)

(3) From the first day after Memorial Day up to, and including, Labor Day - 6 days per week (Mon, Tue, Wed, Thu, Fri, and Sat)

D. Collections shall only occur between the hours of 7:00 p.m. and 8:00 a.m. central time, Monday through Saturday, and are to be completed before 8:00 a.m. on the scheduled day of collection.

TYPE OF CONTRACT: This will be a single firm-fixed price services contract and is expected to be awarded in the late-June to early-July 2018 timeframe. Award will be made to only one successful quoter. Service Contract Labor Standards apply.

PERIOD OF PERFORMANCE: The period of performance will be for a Base Period of one (1) year, with four (4) one-year options available. Options are not guaranteed and will be exercised at the discretion of the Contracting Officer.

NAICS CODE: The North American Industry Classification System (NAICS) Code assigned to this solicitation / procurement is 562111.

SMALL BUSINESS SIZE STANDARD: $38.5 million

SET ASIDE: This is a Total Small Business set-aside opportunity.

SITE VISIT: Although there is no formal site visit scheduled, a map showing the location of and route to the designated collection site (Attachment 1, Appendix B), is included in this solicitation. To set up a date and time to visit the site, contact Laura Stresemann at (314) 655-1626 between the hours of 7:00 a.m. and 2:30 p.m. Monday through Friday. Quoters are encouraged to coordinate a date and time to inspect the site, and to satisfy themselves regarding the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

PUBLICIZING: The official solicitation package is posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov, and on the FedConnect website at https://www.fedconnect.net. The keyword/solicitation/reference number for the solicitation is 140P6218Q0045. The Contracting Officer will not provide hardcopies or email copies of the solicitation. It is the responsibility of the quoters to monitor the FBO and FedConnect websites to download the solicitation, its attachments, and any and all amendments issued against the solicitation.

RESPONSE TIME AND AWARD: Response time for submission of all quotations is Friday, June 22, 2018 at 3:00 p.m. central time. Quotes are to be e-mailed to michael_bochenek@nps.gov AND kathryn_logsdon@nps.gov so they are received by that date and time. Award is anticipated on or about July 1, 2018.

EVALUATION CRITERIA: Award will be made to the quoter who provides the lowest price quote that is technically acceptable. The criteria used to evaluate quotes are included in the Clauses and Provisions, Evaluation Factors for Award.

REGISTRATION: All quoters are to have a Unique Entity Identifier* (UEI) number, be registered and active in the System for Award Management (SAM) at https://www.sam.gov, have completed their Representations and Certifications (Reps & Certs) and be represented as a small business under the NAICS Code of 562111, in order to be awarded a contract; therefore, if you are not already registered and active in SAM, or have not completed your Representations and Certifications at https://www.sam.gov, it is strongly advised that you do so at this time. Failure on the part of the successful quoter to fulfill these requirements by the time the Contracting Officer makes award may result in award of the contract being made to the next otherwise successful quoter.
