This effort was previously synopsized as N00164-17-R-JT22 and is hereby amended to the following:


SOLE SOURCE PROCUREMENT - Naval Surface Warfare Center (NSWC), Crane Division, has a requirement to award a five-year Basic Ordering Agreement (BOA) for the USQ-149 System to include the individual Weapons Replaceable Assemblies (WRAs), Shop Replaceable Assemblies (SRAs), Support Equipment, Special Tools and Tooling, Packaging and Handling Equipment, Test Equipment, and applicable System Software/Firmware. Efforts will include but not be limited to Repair/Rework/and Maintenance, Spares and Replenishment, Engineering Support Services, Research and Development, Test and Evaluation, Redesign and Modification, Training, Data Collection, Logistics Support Services, Firmware/Software Engineering, and Travel as required. . Job Orders shall be within scope, issued within ordering period, and be within the maximum total dollar value of approximately $8,000,000 over a five-year period. Each Job Order will be synopsized. The first order against the BOA is as follows:


REQUIREMENT 0001 - The Government has a requirement for and intends to procure lay-in spares (Pedestal Control Assembly (P/N 198410-01), DC-DC Converter (P/N M8149-8), PBA Pedestal Control (P/N 198420-01A1), EEPROM Parallel 256K Bit (P/N AT28C256E-25LM/883), IC, DSP, PQFP-176 (P/N SM320F2812PGFMEP), and FPGA 300 K Gates 180 MHz (P/N APA300BG456M) as well as repair of TN-340 Tuners (P/N 143200-01), Antenna Control Unit s(ACUs)(P/N 198400-01), and MD-128 Demodulator (P/N 126120-01) through a Job Order placed against the BOA, N0016418GJV13, and shall be within the scope, issued within the ordering period, and be within the maximum total dollar value of that BOA.


The proposed agreement is for supplies and services for which the Government intends to solicit and negotiate with one source, Harris Corporation, Van Nuys, CA, under the authority of FAR 6.302-1 (statutory authority 10 U.S.C. 2304(c)(1)), only one responsible source). The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source.


All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed action based upon responses to this draft agreement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated Agreement award date is Third Quarter Fiscal Year (18). The anticipated order award date is Fourth Quarter Fiscal Year (18). A Solicitation will NOT be posted to FedBizOpps due to the sole source nature of the action.
