Naval Surface Warfare Center (NSWC) Crane Division intends solicit and award a single Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Polarity Inc., 11294 Sunshine Park Drive, Rancho Cordova, CA 95742, for the repair, upgrade and new manufacture of Solid State High Voltage Switches (SSHVS), part number 8242921-001, and 2kV Bias Power Supplies (BPS), part number 8242994-002.
The proposed contract action is for the supplies or services for which the Government intends to solicit and award to one source, Polarity Inc, under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements."
The basis for restricting competition is the anticipated substantial duplicative costs to the Government to qualify another manufacturer's product for shipboard use, which are not anticipated to be recouped through competition, and the anticipated unacceptable delays in fulfilling the agency requirements through any other source. Polarity Inc. owns the data rights for repair, upgrade and new manufacture of the SSHVS and BPS and is therefore considered the only responsible source possessing sufficient requisite knowledge, engineering expertise, and technical data to perform the required overhauls. Polarity Inc. is also the only source that has been qualified IAW the In-Service Engineering Agent (ISEA) certification standards for repair, upgrade and new manufacture of SSHVS and BPS.
This synopsis is published for informative purposes (THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties may identify their interest and capability by responding to this notice. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
