Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) or multiple Job Orders under Basic Ordering Agreement (BOA) N00164-16-G-JQ87 with Lockheed Martin Missiles and Fire Control, Orlando, Florida. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. As the sole designer, developer and manufacturer of the TSS, Lockheed Martin is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to neither supply the requirement described herein, nor will any other supplies or services satisfy the Government's requirements. The maximum order value of BOA N00164-16-G-JQ87 will remain unchanged.


The anticipated Job Order is to procure for the following Target Sight System (TSS), standup of an organic depot activation. The contract will include tests and inspections to be performed to repair and return to RFI A condition TSS WRA's and SRA's. Plan will detail installation testing and inspection of depot equipment and training of Government personnel.


The request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Lockheed Martin through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 29 JUN 2018. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
