Naval Surface Warfare Center (NSWC) Crane Division located at Naval Support Activity, Crane, IN, intends to award a Job Order (JO) under a sole source Basic Ordering Agreement (BOA) N00164-16-G-JT15. The BOA was issued to L-3 Technologies, Inc. (formerly, L-3 Communications Corporation), Salt Lake City, UT. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-16-G-JT15 will remain unchanged.
The JO is in support of the Vortex System, which interacts with other ancillary video encoding and transmitting systems. This system is utilized on the MPRA platforms. This JO is for procurement of spares.
