Naval Surface Warfare Center (NSWC) Crane has a requirement for hydrophone transducer/hydrophone thermistor connectors in support of TR-333 Hydrophone Program.
The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Teledyne, One Chase Way, PO Box 159, Seabrook, NH 03874, under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is being sole sourced because Teledyne is the only certified source to build these hydrophone connectors and to certify another vendor would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the agency's requirement.
All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx . The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov.
The solicitation and all changes to the requirement that occur prior to the closing date will be provided directly to Teledyne and those Offerors that submitted a capability statement, proposal, or quotation. No hard copies of the solicitation will be mailed. Interested sources must request the document via e-mail, from the government POC listed below.
