Anticipated RFP issue date 03 NOV 2014 - Anticipated closing date 24 NOV 2014 Time 2:00 PM EST
Naval Surface Warfare Center (NAVSURFWARCEN) Crane Division intends to solicit and award a Firm-Fixed Price (FFP) contract action for supplies to Rogers Corporation, One Technology Drive, P.O. Box 217, Rogers, CT 06263-0217 for the manufacture and fabrication of the AN/SPS-48E Array Dielectric Radome Material in the following quantities; 3570 each, S1 configuration, 200 each, of S2 configuration and 400 each, of S3 configuration. The material procured under this requirement shall be manufactured in accordance with the Statement of Work (SOW) and CDRLs. The following Contract Line Items Numbers (CLINs) are anticipated:
CLIN 0001: S1 Configuration microwave array dielectric radome covers.
CLIN 0002: S2 Configuration microwave array dielectric covers.
CLIN 0003: S3 Configuration microwave array dielectric radome covers.
CLIN 0004: Equipment and Drawings
CLIN 0005: Data
Inspection and Acceptance shall be at Destination. All items shall be delivered FOB Destination.
This requirement will be solicited in accordance with the authority of 10 USC. 2304(c)(1), as implemented by FAR 6.302-1(a)(2),"Only one responsible source and no other supplies or service will satisfy requirements". The solicitation will not be posted to FBO. However, the Contractor must be registered in the System for Award Management (SAM), located at http://www.sam.gov.
As the sole designer, developer and manufacturer of the AN/SPS-48E Array Dielectric Radome Material, Rogers Corporation, is the only source that currently possesses sufficient requisite knowledge, engineering expertise, and technical data required to manufacture this item. No other source has the technical qualification and necessary resources to neither perform the work described herein, nor will any other supplies or services satisfy the Government's requirements.
This synopsis is published for informative purposes (THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties may identify their interest and capability by responding to this notice. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted. FAR Part 15 procedures will be used.
