Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award an indefinite-delivery, indefinite-quantity (IDIQ) service contract for a maximum twelve month period of performance with CSRA LLC, 1201 M. Street SE, Suite 400, Washington DC 20003.
It is anticipated that Cost-Plus Fixed Fee (CPFF) task orders will be issued as required for the continuation of information technology services support for NSWC Crane. In accordance with the statement of work, tasks include professional, technical, and administrative support for IT tasks required including support of new and existing applications and programs and support of RDT&E and Boundary Three Communities of Interest (B3COI) networks.
This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the unacceptable lapse in information technology support and compliance of critical NSWC Crane systems and networks. Any interruption in the support of these NSWC Crane systems and networks would result in reduced warfighter effectiveness due to loss of full mission capability across NSWC Crane. CSRA is the only vendor capable of continuing to provide the Navy uninterrupted information technology support services.
A formal solicitation will not be issued.
This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
