Naval Surface Warfare Center (NSWC) Crane intends to issue a five-year contract for sustainment of Star SAFIRE III TM and THV-3000TM systems in support of the Ground-Based Operation Surveillance System (G-BOSS) program to FLIR Systems Incorporated (FSI), 27700A SW Parkway Avenue, Wilsonville, Oregon 97070-8213. The scope of this contract is for repair of sensor systems, spare parts, upgrades, and engineering services that are in direct support of the G-BOSS program. This contract action is anticipated to result in a Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ).
The proposed contract action is for supplies, repairs, upgrades and engineering services, for which the Government intends to solicit and negotiate with only one source, FLIR Systems Incorporated, under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not own the proprietary design specifications or drawings and associated documents adequate to allow for competition.
Inspection and acceptance is anticipated be at destination by Government representative at the ship to address. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to FSI through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, Contracting by Negotiation.
The anticipated contract action award date is 13 Aug 2019.
