ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for Engineering services providing technical support for the SEWIP Block 2 system architecture, software, firmware, and hardware.

SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Lockheed Martin Corporation, 497 Electronics Pkwy., Liverpool, NY 13088, under the authority of FAR 6.302-1. This is being sole sourced because Lockheed Martin is the only source capable of providing the highly specialized services required to perform all of the services required for the Block 2 system. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Basic Ordering Agreement (BOA) is anticipated to include engineering and technical services; engineering changes; system and Ship Replaceable Unit repair, modification, and refurbishment; provision of test support equipment; assistance in depot support and sustainment, including technical data, unique test sets/equipment, procedures, and training; and travel and program management in support of Surface Electronic Warfare Improvement Program (SEWIP) Block 2, a critical component of the AN/SLQ-32(V)6 system.

Job Order (JO) 0001 is anticipated to provide services of qualified personnel to support installation, integration, testing, checkout, operation, and repair of SEWIP Block 2 during Pre-System Operational Verification Tests (Pre-SOVT) and SOVT tasking.

JO 0002 is anticipated to provide services of troubleshooting, distance support, onsite repair/replacement of Lowest Replaceable Units (LRUs), and perform system-level tests and resolve integration discrepancies of the SEWIP Block 2 systems in support of fleet readiness efforts after completion of SOVT testing.

All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
