Naval Surface Warfare Center (NSWC), Crane Division intends to issue a Job Order (JO) under sole source Basic Ordering Agreement (BOA) N00164-17-G-WM06. The BOA was issued to Lockheed Martin Corporation, Liverpool, NY. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-17-G-WM06 will remain unchanged.


This JO includes engineering services for technical support and program management support for the SEWIP Block 2 system.


Anticipated Period of Performance (PoP): Upon Contract Award - 36 Months After


The total award amount is estimated to be $3,500,000.


Request for Proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Lockheed Martin Corporation through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, Contracting by Negotiations. The anticipated contract action award date is 24 MAY 2019. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
