Naval Surface Warfare Center (NSWC) Crane has a requirement for Common Sensor Payload (CSP) High Definition (HD) Systems and spare parts for the MQ-1C Gray Eagle Platform Part Number (PN) 6652125-1 which includes PN 6652126-1 CSP HD Receiver Transmitter Assembly and PN 4978004-4 Electronics Unit the estimated amount including options is $57.200,000.
This CSP HD is a variant of the Multi-Spectral Targeting System family. NSWC Crane Division intends to award a Firm Fixed Price (FFP) contract to Raytheon Company, 2501 West University Drive, McKinney, TX 75071 to satisfy this requirement. This effort will be conducted on a sole source basis in accordance with the statue authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition and the unacceptable delays in fulfilling the agency requirement through any other source.
All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
It has been determined that Raytheon Company, McKinney, TX is the only source capable of meeting this requirement.
