Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) under a sole source Basic Ordering Agreement (BOA) N00164-16-G-JT08. The BOA was issued to BAE Systems 450 Pulaski Road Greenlawn, NY 11740 for the procurement of Mission Crew Workstation (MCW), spares, repairs and engineering services in support of PMA-290 Maritime Patrol and Reconnaissance Aircraft (MPRA).
Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of level III technical data to support a full and open competition of the MPRA Mission Crew Workstation.
This JO is in support of the P-8A Tactical Open Mission Software (TOMS) in support of the Maritime Patrol and Reconnaissance Aircraft (MPRA) PMA-290 and includes the following:

2. Data/Documentation: all documentation, data and installation procedures pertaining to the equipment noted above in accordance with (IAW) the Statement of Work (SOW).
3. Engineering/Technical Support: contractor will provide technical support related to the installation and troubleshooting of the supplied hardware IAW the SOW.
Inspection and acceptance is anticipated be origin by cognizant DCMA or other Government representative as specified. Delivery is required for hardware is within 360 days of JO effective date and delivery is required for Data & Documentation 30 days after hardware and Engineering Support is within 180 days after the hardware delivery date. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to BAE Systems through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, Contracting by Negotiation. The anticipated contract action award date is 15 Sept 2017. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
