The Government has a requirement for AN/SLQ-32(V)6 installation check out spare parts manufactured by Cobham Defense Electronics. It is anticipated this action will result in a 5 year IDIQ (Indefinite Delivery, Indefinite Quantity) contract for spare parts required for installation and check out during AN/SLQ-32(V)6 shipboard installations on US Navy and US Coast Guard ships. The procurement will be for a minimum quantity of one (1) and a maximum quantity of 20 over the five year ordering period. The requirement is for spares of the Cobham Defense Electronics assembly parts to include P/Ns: 8494293-1, 8494293-2, 8494292-1, 8494287-1, 8494301-1, 8494288-1, 8494291-1, 8494285-1, 8494294-1, 8494296-1, 8494286-1, 8494386-501, 8494387-501. FOB destination delivery will be 10 months after receipt of order at NSWC Crane, Crane, IN. This effort will be Sole Sourced to Cobham Defense Electronics, 305 Richardson Road, Landsdale, PA, 19446-1495 in accordance with the authority 10 U.S.C. 2304(c)(1). The Government does not possess a complete technical data package to compete this action. A competitive procurement approach would require extensive cost duplication for non-recurring engineering and product validation and an unacceptable delay in schedule to meet requirement needs. The effort will not be set aside for small business concerns.
The solicitation will be available on or around 12 November 2014. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified by the solicitation. It is the responsibility of the offeror to submit offers to the POC at NSWC Crane. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Joint Certification Program required:
The technical data package contains information that is restricted. Only businesses that have completed DD Form 2345 and have been certified by the Department of Defense, United States/Canada Joint Certification Office are allowed to receive the package.
