The Naval Surface Warfare Center, Crane Division intends to enter into a 5-year Basic Ordering Agreement (BOA) contract with Palomar Products, Inc. 23042 Arroyo Vista, Rancho Santa Margarita, CA 92688 for the procurement of AN/AIC-34 Intercommunication System which includes spares, repairs and engineering services in support of PMA-290 Maritime Patrol and Reconnaissance Aircraft (MPRA). The resultant BOA will be for the procurement of AN/AIC-34 Intercommunication System, as well as support tasks. Support tasks will include spares, repair actions, calibration, assembly modification, design upgrades, depot piece-part lay-in, engineering support, training services and system related logistic services. Delivery terms will be address per job order; inspection and acceptance spares and repairs will be performed at source, while engineering services will be performed at destination. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423's.


The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, Palomar Products, Inc. 23042 Arroyo Vista, Rancho Santa Margarita, CA 92688, CAGE: 00816, under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not own the proprietary design specifications or drawings and associated documents adequate to allow for competition. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
