SOLE SOURCE PROCUREMENT - Naval Surface Warfare Center (NSWC) Crane intends to issue a Cost Plus Fixed Fee (CPFF) type Job Order (JO) under sole source Basic Ordering Agreement (BOA) N00164-18-G-JV13 in support of PMA-290, Maritime Patrol and Reconnaissance Aircraft (MPRA) and PMA-262, Persistent Maritime Unmanned Aircraft Systems (PUMUAS). The Government intends to have Test, Teardown, and Evaluate (TTE) and repair of Antenna Control Units (ACUs) through a JO placed against BOA N00164-18-G-JV13. The Order is within scope and the BOA ceiling of $8,000,000 over a five-year period.
The proposed order is for repairs for which the Government intends to solicit and negotiate with one source, Harris Corporation, Inc., 7821 Orion Ave, Van Nuys, CA 91406 under authority of FAR 6.302-1 (statutory authority 10 U.S.C. 2304(c)(1)), only one responsible source. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The Solicitation will not be posted on FedBizOpps, but sent directly to the sole source contractor. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed Order based upon responses to this solicitation is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
