Naval Surface Warfare Center (NSWC) Crane plans to enter into Job Order 0003 under Basic Ordering Agreement (BOA) N00164-14-G-WS76 with DRS ICAS 2601 Mission Point Blvd, Suite 205, Beavercreek, OH. BOA N00164-14-G-WS76 was awarded to procure Engineering Services required to support the R-2674(c)/A Joint Tactical Terminal- Receiver (JTT-R). This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented in FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications in addition to duplicative costs and schedule impact that would be required to reverse engineer the systems.
No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified by the solicitation. It is the responsibility of the offeror to submit offers to the POC at NSWC Crane. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
