Anticipated Issue Date: 15 September 2017 - Closing Date: 16 October 2017 - 2:00 PM EDT
Naval Surface Warfare Center, Crane Division, Crane, Indiana 47522 has a requirement for Pattonair UNISEAL® Serpentine Screws. This requirement is planned as a commercial Firm-Fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract for a period of five (5) years.
This solicitation will be issued utilizing other than full and open competition under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. Offers will be solicited from Pattonair, 1900 Robotics Place, Fort Worth, TX 76118; CAGE (2N335). The basis for restricting competition is the anticipated substantial duplicative costs to the Government to qualify another manufacturer's product form, fit and function, which are not anticipated to be recouped through competition, and the anticipated unacceptable delays in fulfilling the agency requirements through any other source.
The following Contract Line Item Numbers (CLIN) are anticipated:

CLIN 0002 Serpentine Screws- Pattonair Part Number SNT50063-08V3NW
Delivery will be FOB Destination at NSWC Crane. Final inspection and acceptance will be at destination.
The solicitation will be available upon request on or about 15 September 2017. Interested parties can request the solicitation from the Contract Specialist; no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All changes to the requirement that occur prior to the closing date will be executed via an amendment. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
