The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service, Sterling, Virginia, is soliciting a requirement for grounds maintenance services at the Sterling Field Support Center. Award of a firm fixed price purchase order is anticipated utilizing Simplified Acquisition Procedures.


The purchase order of the service agreement will be a Total Small Business Set Aside in accordance with FAR 6.202(a)(3). The associated NAICS code is 561730. The small size standard is $7 million. The Federal Supply Class is S208.


The total period of performance for all work specified in the Statement of Work is Date of Award through April 30, 2015 (award will include four option periods).


This contract may be established to satisfy the requirement on a temporary basis until the required services can be added to the AbilityOne Procurement List. If these services are added to the Procurement List, then the option years will be awarded directly to an AbilityOne contractor in accordance with 14 U.S.C 46-48c.


Solicitation number EA-133W-15-RQ-0071 will be issued November 19, 2014 via FedBizOpps at www.FBO.gov. Amendments to the solicitation will also be provided on the Internet using the same protocol listed above. The solicitation will close December 3, 2014.


The Government anticipates awarding a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation will be most advantageous to the Government, considering only past experience and price, and price related factors specified in the solicitation.


Site visits shall be arranged with JC Montenegro prior to November 26, 2014.


All responsible sources may submit a quote that shall be considered by the agency. Quotes are to remain effective for 30 days after close of solicitation. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the System for Award Management (SAM): www.sam.gov. The anticipated award date is on or about December 8, 2014.
