SNAP RETAILER STUDY
**THIS IS A SMALL BUSINESS SET-ASIDE**
The United States Department of Agriculture (USDA), Food and Nutrition Service (FNS) anticipates awarding a performance based firm fixed price contract for FNS seeks a firm with social science research skills and experience to conduct the research and analysis needed to conduct this study, the overall goal of which is to create an empirically justifiable, transparent, and multidimensional system for scoring all retailers applying for SNAP authorization. The scoring system would need to be flexible and allow FNS to use multiple dimensions, starting with ensuring food access, to score retailers. The scoring system would be especially useful in situations where no retailer in an area met the minimum the current authorization criteria, effectively creating an access issue for SNAP participants..
