THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Marine Corps Forces
Special Operations Command is conducting market research to determine availability of a single firm capable of satisfying all three of the following: Advanced Network Characterization (ANC) course, Digital Land Mobile Communication (DLMC) course and High Frequency (HF) Targeting course utilizing the latest technologies and methodologies in the SIGINT field. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought.


The Government is seeking responses to this sources sought synopsis from all interested businesses capable of satisfying the entire requirement. Large and small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices.


Description of the requirement (three courses listed below) to include:


1. Description of Supplies and Services:


1.2 Advance Network Characterization Course:


1.2.1 This requirement is to procure an Advanced Network Characterization (ANC) Course. Subject Matter Experts (SMEs) shall possess the skills, knowledge, experience, and expertise to perform the services required, and must have a current Top Secret (TS)/ Sensitive Compartmented Information (SCI) (TS/SCI) clearance. Contracted Role Players must possess a current and valid driver's license, and possess a current Secret clearance. SMEs will provide instruction focused on ANC equipment and Tactics, Techniques, Procedures (TTPs). The end state of the course shall be SOCS-Fs that are trained and capable of conducting independent Advanced Network Characterization operations. This training shall enable personnel to characterize advanced communications protocols, conduct Special Intelligence (SI) activities in order to prepare the operational environment, and enhance signals reconnaissance operations. Training shall establish, reinforce, and sustain perishable skills.


1.3 Digital Land Communications


1.3.1 This requirement is to procure a DLMC course. SMEs shall possess licenses issued by the Federal Communications Commission (FCC). SMEs shall provide instruction focused on digital communications technology, equipment and Tactics, Techniques, and Procedures (TTPs). SMEs shall provide instruction on radio reconnaissance and surveillance skills in rural and urban full mission profiles and land mobile communications theory and modulation types on voice and digital communication protocols utilized in the HF. Training shall enable personnel to collect, process, and analyze DLMC in a permissive to semi-permissive environment in order to prepare the operational environment, and enhance signals reconnaissance operations. Contractor is also required to provide scenario-driven communication over diverse-real world non-simulated means. The contractor shall possess a Top Secret (TS)/ Sensitive Compartmented Information (SCI) (TS/SCI) clearance.


1.4 High Frequency Targeting Course:


1.4.1 This requirement is to procure a HF Targeting course. SMEs shall possess licenses issued by the Federal Communications Commission (FCC). SMEs shall provide instruction focused on high frequency communications technology, equipment and Tactics, Techniques, and Procedures (TTPs). SMEs shall provide instruction on digital communication protocols utilized in the HF, Very High Frequency (VHF) and Ultra High Frequency (UHF) spectrum. Training shall enable personnel to collect, process, and analyze HF communications in a permissive to semi-permissive environment in order to prepare the operational environment, and enhance signals reconnaissance operations. Contractor is also required to provide scenario-driven communication over diverse-real world non-simulated means. The contractor shall possess a Top Secret (TS)/ Sensitive Compartmented Information (SCI) (TS/SCI) clearance.


2. The estimated periods of performance shall be for a base year and four one-year options. The anticipated contract type is FFP/IDIQ.


Base Year:      1 July 2017 through 30 June 2018
Option Year 1: 1 July 2018 through 30 June 2019
Option Year 2: 1 July 2019 through 30 June 2020
Option Year 3: 1 July 2020 through 30 June 2021
Option Year 4: 1 July 2021 through 30 June 2022


3. NAICS code for this requirement: 611699, All other miscellaneous schools and instruction with a size standard of 11 million. FSC Code: U099


Interested firms responding to this synopsis are to include the following information:


1. Firm's name, profile, address, DUNS number, CAGE code, point of contact, telephone number, and email address.
2. Firm's capability to perform the REQUIRED service. Be specific with RELEVANT contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC.
3. Firm's business size (large or small) and all applicable socio-economic category information (i.e. SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.).
4. Responses are limited to email correspondence, and limited to 10 pages.


Questions regarding this Sources Sought announcement shall be submitted NLT 8:00 PM Eastern Standard Time (EST) on 28 February 2017. After this deadline, questions will not be considered regarding this announcement.


Sources Sought submissions must be received no later than 10:00 AM EST on 03 March 2017. Submission after this time frame shall not be considered.
