This is a Sources Sought Synopsis announcement market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The 45th Space Wing has been tasked to solicit for and award a project to provide technical support for the 45th Space Wing's Safety Hazard Analysis and Risk Processing (SHARP) program for the Flight Analysis Work Station (FAWS), destruct line generation and display preparation tool support as well as on site SHARP hardware technical support. SHARP is the system designation for the hardware, software, and procedures used to perform flight analysis and risk analysis by 45 SW/SEL analysts in support of space launch missions at the Eastern Range. The flight analysis software models produce operational products used to contain launch debris within impact limit lines. They are models that run on a PC and have evolved from legacy software models previously hosted on a main frame Cyber computer. The flight analysis software models are used by 45 SW/SELF analysts. Generally, this support will provide resolution of operational problems encountered by 45 SW/SELF analysts associated with the use of a reduced set of SHARP tools that reside on the Joint Advanced Range Safety System (JARSS) Mission Planning (MP) tool bench. This synopsis is to gain knowledge of interest, capabilities, and qualifications of various companies to provide support for flight analysis. The contractor shall demonstrate the capabilities of the following;
Contractor support for the flight analysis software models under SHARP includes:


a. Resolution of operational problems encountered by 45 SW/SELF analysts that are associated with the use of SHARP tools that reside on the JARSS MP tool bench.


b. Maintenance of automated software problem report database for SHARP tools in JARSS MP.


c. Provide cost estimates for resolving software problems reported in the automated database as requested by the government technical lead for sustainment of SHARP tools in JARSS MP.


d. Resolution of JARSS MP software problems reports that have been authorized by government technical lead for sustainment.


e. Maintain availability of the SHARP network as described by the SHARP Security & Administrative Guide.


f. Maintenance of SHARP and SHARP-Classified ATOs (Authority To Operate) by performing the following activities:

      i. Prepare ATO renewal packages using the Air Force Enterprise Mission Support   Services (eMASS) web based work flow system.


      ii.Perform Safety Software Validation Board member duties of the delegated Information Assurance Manager as described in 45th Space Wing instruction 91-701, Launch Safety Software management.


      iii.Coordinate annual Catastrophic Incident Response Plan Exercises and draft associated reports.


      iv.Update the SHARP Security & Administrative Guide as required.

      v.Perform annual Information Assurance controls testing and draft associated Federal Information Security Management Act (FISMA) reports.


      vi.Maintain SHARP and SHARP-C records in the Enterprise Information Technology Database Repository (EITDR).


      vii.Provide weekly updates to virus definitions for SHARP workstations.


This Sources Sought Notice is for information and planning purposes only. It does not constitute a solicitation and is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. Additionally, no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. All small business, small disadvantage sources, and HUB Zone eligible entities should identify themselves as such. The applicable North American Industry Classification (NAICS) code is 541715. If you are seriously considering submitting a proposal when a solicitation is released, please submit a Statement of Capabilities and brief information about your company and business size. The capabilities packages should not be longer than ten (10) pages including graphics, tables, or photographs. The Government will not be accepting capabilities statements from large businesses at this time due to the current contract being a small business set aside. Small businesses of any socioeconomic category may make a submission. If your company has a GSA SB Contract that encompasses this requirement, please include those contract numbers in your capability statement.


NOTE: The Government intends to award two separate contracts under SHARP. One contract for Flight Analysis and one for Risk Analysis. If the Government finds two or more companies that are technically capable to do both the flight analysis and risk analysis, the Government will combine the two requirements into one.
