SEWP IV POTENTIAL EXTENSION
NASAs Goddard Space Flight Center (GSFC) may execute a 6-month effective ordering period extension to the specialized suite of contracts that supply information technology (IT) equipment and software to the Federal Government through a Government-Wide Acquisition Contract (GWAC) specifically identified as Solutions for Enterprise Wide Procurement (SEWP) IV. The effective ordering period of the current SEWP IV contracts expires on October 31, 2014. Due to potential challenges related to executions of the newly awarded contracts under the SEWP V competitive acquisition, the Government may need to extend the ordering period of the SEWP IV contracts for up to six (6) months. The following contracts may be extended for an additional six (6) months. An increase to the current maximum ordering value of $5.6B is not required, as the current value is considered more than sufficient to cover orders issued under the SEWP IV contracts. The contract extensions may be required to address phase-in challenges related to executions of the newly awarded contracts under SEWP V competitive acquisition and to most importantly ensure uninterrupted support to meet critical requirements.
This procurement action is being conducted in accordance with 10 U.S.C. 2304(c) (1)-only from a limited number of responsible sources. The highly automated and optimized acquisition schedule enable customers to get critical items for a wide diversity of projects and programs not obtainable elsewhere in the Federal Government within the required time frame. SEWP, unlike any other available GWAC, is centered on high end, state-of-the-art technology.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on October 30, 2014. Interested organizations must provide documentation which establishes its capability in the required areas including documentation of past relevant experience. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
