The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, intends to negotiate on a non-competitive basis with Astronics Test Systems of Irvine, CA, for the procurement of a re-image kit for the Shaft Engine Test Instrumentation (SETI) Position Control Unit (PCU). The PCU is a subassembly of the throttle system used to control engines with SETI, and the throttle system (including the PCU) is proprietary to Astronics. The kit consists of the necessary proprietary information required to re-image and repair downed PCUs. Astronics Test Systems is the Original Equipment Manufacturer (OEM) of the SETI PCU, and the Government does not own the technical data to permit full and open competition. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1.

This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within ten days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
