SENTINEL LIFE CYCLE CONTRACTOR SUPPORT (LCCS) REQUIREMENT FOR CY 2016-2018

This requirement is to acquire depot maintenance, scheduled overhaul, unscheduled overhaul, contingency operations, vendor repair, transportation, LRU procurement, depot work loading, travel, SW/FW sustainment for TPS, and TDP sustainment for repair and test procedures. The purpose of this requirement is to implement the Sentinel LCCS in the form of supply support, depot level line repairable maintenance, updates to interactive electronic technical manuals, and contractor fielded engineer technical assistance required to maintain a 90 percent readiness rate as required by Army Regulation 700-138, for the Sentinel Radar System worldwide for calendar years (CY) 2016 - 2018.

The prime contractor, TRS, LLC, 1801 Hughes Drive, Fullerton, California, 92833, CAGE Code 1TDN2, is the only source that can meet this requirement. The contractor has developed the technical expertise to perform the required services, and no other source can provide the needed LCCS effort in a timely or cost effective manner. For a second source to be able to perform the LCCS services requirement, that source would need to have access to the TDP that is currently owned by the contractor. It would cost the Government $40,000,000 to procure the TDP in which the contractor has not expressed interest in selling the TDP. Additionally, it will take seven years to qualify a second source. TRS, LLC is the sole developer of the basic Sentinel Radar System which was competitively procured as a non-developmental item (NDI). TRS, LLC designed, developed, and is the current manufacturer/integrator of the Sentinel Radar System basic, improved, and derivative systems.
