1. Purpose
The purpose of this Sources Sought Notice is to assist the Department of Labor (DOL) in conducting market research to determine the interest and capabilities of vendors to provide SES hiring assessments for selecting new career SES employees for the Department of Labor.

This request is for information purposes only to help DOL gain a better understanding of potential sources. Respondents must identify any information they consider to be sensitive or proprietary. Any information submitted will not be returned, and no payment will be made by the Government for information provided in response to this notice. This notice is NOT a solicitation or a Request For Proposal (RFP) and the Government will not award a contract pursuant to this announcement. No solicitation package is available at this time and requests for solicitation packages will not receive a response.


2. Background


DOL will provide a SES hiring assessment center for selecting new career SES. Overall, data shows that after 18 months, about 40 percent of internally promoted senior leaders and 50 percent of external hires into executive roles are deemed to have failed to meet expectations. Selecting executives based on their past performance and current skills do not guarantee success at the executive level. Organizations usually select leaders based on their knowledge and past performances, which are linked to short-term performance. Organizations that look at competencies, motivation, and critical experience are linked fit to and have a longer-term potential for success at an organization.


Defining the DOL SES profile, designing executive hiring assessment process, proper assessment delivery and follow-up will assist with DOL senior leaders in making the best hiring selection. This is critical in ensuring that SES's and the teams they lead are able to carry out the DOL's mission.


3. Scope


The scope of work shall include training services for the Office of the Assistant Secretary for Administration and Management (OASAM) Human Resources Center (HRC) Office of Executive Resources.


Services include DOL focused aspiring leaders and current Supervisor, Manager, and SES Training Services including the design, implementation, and evaluation of the training service program.


The Contractor shall provide:

4. Requested Information


Interested companies responding to this announcement should include a capability statement demonstrating knowledge, experience, and ability to fulfill the requirements that are discussed in the PWS. 4.1 Company (Two Pages)


Discuss the organization of your company, your staffing levels, and your approach to providing hiring assessment services for senior level executives (SES) and high-level managers. Include names and titles of key management and supervisory personnel, as well as the additional information below:
1. Provide company information including:
a. Company name and address
b. Size of company (number of personnel, total revenue, ownership, parent corporation, etc.)
c. Point(s) of contact including name, phone number, address, and email; length of time in business
d. Geographic presence
e. Core set of services


4.2 Experience and Past Performance (Two Pages)


Please cite a minimum of three (3) or more years of experience delivering hiring assessment services for senior level executives (SES) and high-level managers by providing three (3) examples of projects or services under contract demonstrating an ability to perform the tasks outlined in the PWS. Please include specific experience working with government agencies, if possible.


Each project or service must include the name, title, project role, beginning and end dates of the project or services delivered, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope.


4.3 Execution (Four Pages)


Please provide responses to the following questions based on your firm's capabilities to provide the required services.

1. Please cite a minimum of 3 or more years of experience of assisting organizations defining their executive profile success, designing, implementing and evaluating a hiring assessment center for selection of senior executives.


2. Please describe the firm's experience to collaborate with organizations and federal agencies to define, design, implement and evaluate a hiring assessment center for selection of senior executives.


3. Please explain how the firm intends to work with DOL senior leaders to create a success profile and train assessors.


4. Please explain how the firm intends to evaluate values and competencies of applicants in the assessment center.


5. Please describe the firm's ability to implement, provide feedback and evaluate the delivery phase of the assessment for each hiring position.


6. Please indicate below whether or not you intend to deliver training services as a prime contractor or through subcontracting. If you intend to perform as a prime and through subcontracting, please indicate the percentage below.

5. Questions

Verbal questions will NOT be accepted. Questions will be answered by 5:00pm ET Friday May 24, 2019 (or sooner); Questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after the submission date/time will be answered.


6. Eligibility/Instructions


This requirement is intended for companies/firms of ALL business sizes. Eligibility will be verified, please submit your 8(a)/SBA Case # (if applicable), DUNS, and Tax ID with your capability statement. Capability statements must also include the following information: company name, address, point of contact, phone/fax/email, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business ). If your company provides these services on any of the GSA GWAC Schedules, please provide the GWAC & Schedule Number (if applicable). All eligible companies must be able to perform these services in Washington, DC.
