STATEMENT OF WORK (SOW)

FOR GYM MEMBERSHIPS FOR SECTOR NEW ORLEANS

 

•1.0   SCOPE


The United States Coast Guard (USCG) has set policy stating that all members must be allotted a minimum of three hours per week, during the workday, to workout in order to maintain physical fitness and weight standards. The gym must have a Pool, a large number of cardio machines, including low impact machine such as elliptical machines and stationary bikes. The gym must also have an extensive compliment of weight lifting equipment (both free weights and machines). Additionally, the facility must have space available for those service members who wish to participate in High Intensity Interval Training workouts and offer instructor-led group fitness classes.


 

•2.0   BACKGROUND


The closest Coast Guard owned workout facility for Sector New Orleans' large workforce is Base New Orleans, located approximately 20 miles away from the Sector. Because it takes anywhere from 30-45 minutes to drive to Base New Orleans, it is not feasible for Sector personnel to use the gym at any point during the workday without taking in excess of 120 minutes away from work. Therefore, gym memberships at a local commercial gym are required in order for Sector personnel to be able to abide by the Commandant's Mandatory Workout Policy.


 

•3.0  TECHNICAL REQUIREMENTS  

•3.1   Membership Type and Volume: The Government requires 50 blanket memberships, to be shared by Coast guard Sector New Orleans personnel. The Coast Guard shall assign a membership manager, who will manage issuance of the passes and maintain a log to ensure that only Coast Guard Sector New Orleans personnel are using the membership.

•3.2   Geographical Location: The gym must be geographically located on the West Bank of the Mississippi River in order to avoid traffic congestion often associated with traveling on the Crescent City Connection. Heavy traffic would result in too much time away from work for Sector personnel.

•3.3   Fitness Equipment: The gym must have an extensive selection of both high- and low- impact cardio equipment to include ellipticals, treadmills, stationary bikes, and rowing machines. The gym must also have an extensive compliment of both free weights and machine weights for those service members who participate in resistance training programs. Additionally, the gym shall have an "Athletic Room" in which Sector personnel can do High Intensity Interval Training and CrossFit-type workouts.

•3.4   Group Fitness Classes: The gym must offer some instructor-led fitness classes, such as aerobics, Zumba, kick-boxing, etc. for no additional charge.

•3.5   Swimming pool: The gym must offer a lap pool.

                                                                                                                                                                

•3.6   Additional Facilities: Although not required, other available amenities, such as saunas, athletic fields, and tennis courts shall contribute to the Government's assessment of best value.


4.0 CANCELLATION POLICY


The Government is responsible to provide the contractor with 60 day cancellation notice prior to the start of the renewal agreement.


 


5.0 SAFETY


The contractor shall remove all debris, ice and/or snow and any other potential hazards from the steps, sidewalks, and parking lot(s) of the fitness center needed by the USCG.


 


6.0 MISSELANEOUS CHARGES/DAMAGE


The Government/U.S. Coast Guard will not be liable for any miscellaneous charges, such as damage incurred by individuals. The Government/ U.S. Coast Guard is only responsible for services outlined in this Statement of Work and the Schedule of Services/Supplies.
