This is an Invitation for Bid (IFB) for the 182 Airlift Wing, Peoria, IL to award a single, firm fixed-price (FFP) contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Project Number: 201801784, Sealcoat and Paint Base Roads located at the 182 Airlift Wing, Peoria, IL. Work of this contract comprises of providing all materials, tools, equipment and labor necessary to:

Sealcoat base roads and parking lots and re-paint all road & parking lot markings. Remove crumbling asphalt pavement on base entry road to grade and pour concrete inspection pad. Build sidewalk on east side of pad. All work shall be done in accordance with all local and current building codes and in accordance with all solicitation documents. In addition to a base price for the work described above, the solicitation includes Government Options for this project. There will be a total of three (3) options. Options are as follows: 1. Fill Cracks in Parking Lots; 2. Pour Concrete Inspection Lane; 3. Pour Concrete Sidewalk.

The contract duration is 180 calendar days after issuance of the Notice to Proceed (NTP). This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238990, with a size standard of $15 million average annual revenue for the previous three (3) years. The magnitude of this construction project is anticipated to be between $250,000 and $500,000 in accordance with FAR 36.204.

Your attention is directed to FAR clause 52.219-14 (b)(4) Limitations on Subcontracting, which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.

The date for the pre-bid conference is 11 July 2018, 10:00 a.m. CST at the 182 Airlift Wing, Supply Building #728, LRS Classroom, Illinois Air National Guard Base, Peoria, IL.  Interested contractors are encouraged to attend the pre-bid conference and should register in accordance with the requirements to be provided in the upcoming solicitation for clearance to the facility. A site visit will follow the pre-bid conference. Directions and instructions for entering the base will be provided in the solicitation package. Actual dates and times will be identified in the solicitation. THIS IS A SOLICITATION. The bid opening date is 05 Sep 18 at 10:00AM CST in the same location as the Pre-Bid Conference.  Interested offerors must be registered in the System for Award Management (SAM). To register go to: https://www.sam.gov/portal/public/SAM. You will need your DUNS number to register. Instructions for registering are on the web page. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website online at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. INTERESTED BIDDERS/OFFERORS MUST REGISTER WITH FEDBIZOPPS BEFORE ACCESSING THE SYSTEM AND ARE ENCOURAGED TO START THE REGISTRATION PROCESS NOW. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY. Reference the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening.
